“This is kind of crazy. In order to obtain a certificate, you need to provide many different documents,” said one of the visitors to the department.

“We need a lot of different documents and we even brought copies of some of them, such as a social security card and proof of residence,” said another visitor.

- An identification document, such as a valid US passport, birth certificate, permanent resident card, or naturalization certificate.

The FBI recommended that the US government unify the requirements for obtaining these documents in all states in order to increase the level of control over their issuance.
