Belarus introduces full control over calls via Viber and Skype

In Belarus, with 18 September, full control over IP telephony is introduced (in other words, calls over the Internet). Operators and Internet service providers will be required to detect IP-telephony traffic and block it when a violation of the skip order is detected. All software and hardware IP-telephony are subject to mandatory registration.

The relevant standards are spelled out in the "Regulations on the system of countering violations of the order of passing traffic on telecommunication networks", published by on the national legal Internet portal of Belarus. The document was approved by the order of the Operational and Analytical Center under the President of 12 on July 2016 of the year and comes into force on September 18 of this year.

The order does not apply to ordinary users; it is addressed to Internet providers. The document spells out exactly how operators and Internet providers should identify gray IP telephony traffic and block it, how IP telephony software and hardware should be certified, and so on. This means that Skype and Viber will not be included in the distribution. Traffic will be blocked only when using gray schemes - when special gateways are installed that convert telephone calls into Internet traffic.
