The recommendations highlight risks to U.S. citizens, including arbitrary application of local laws by Belarusian authorities, the risk of detention, and Belarus' support for Russian aggression against Ukraine.
The US State Department also reminded that consular services for US citizens in Belarus are not available following the closure of the US Embassy in Minsk on February 28, 2022. This means that dual citizens may be denied consular assistance if detained.

The Belarusian government may also close border crossings with Poland, Lithuania, Latvia and Ukraine without prior notice. These actions increase the risks for foreigners who will not be able to leave the country.
According to the State Department, the Security Service of Belarus monitors the electronic communications of citizens inside the country. There have been reports of foreigners being detained because of the information on their devices, even if the communications were made outside Belarus.

— Leave the country immediately via available international routes.
In addition, the United States asks its citizens to avoid public protests, as the Belarusian government may use force against protesters and arrest foreigners without probable cause.
