The document says these networks pose a threat to the United States and its allies in the Middle East, as well as commercial shipping in the Red Sea.
According to the Office of Foreign Assets Control (OFAC), one of these networks supported the Iranian Aircraft Industries Company (HESA), a state-owned enterprise under the Iranian Ministry of Defense and Armed Forces Logistics (MODAFL) that produces Ababil-series military aircraft and drones.
U.S. officials said Iranian procurement agent Bahram Tabibi used two Ukrainian shell companies—Imperative Ukraine LLC and Ecofera LLC—to purchase and ship aviation supplies such as artificial horizons and magnetometers to Iran.
The network also allegedly involved Batoul Shafiei, who coordinated HESA payments to Ukrainian companies and oversaw the supply of equipment to Iran, and Saeed Pahlavani Nejad, a middleman who facilitated the sale of generators, engines, sensors, and other aircraft components.
The Iranian regime continues to exploit the global financial system to launder money, procure critical components for its nuclear and conventional weapons programs, and finance terrorist groups, according to John Hurley, the US Treasury Department's Assistant Secretary for Terrorism and Financial Intelligence.
According to him, on the instructions of President Trump, the United States continues to exert maximum pressure on Iran to end the nuclear threat.
US Secretary of State Marco Rubio announced that he met with Ukrainian Foreign Minister Andriy Sybiha on November 12 to discuss strengthening Ukraine's defense and peace talks.
The United States is working with partners to encourage Russia to engage in diplomacy and direct dialogue with Ukraine for the sake of a strong and lasting peace, Rubio wrote in X.
The US also called on its partners to fully implement UN sanctions "snapback" mechanisms to block Iran's access to the global financial system.

The new sanctions bring to mind earlier reports of Ukrainian components in Iranian drones.
In 2022, experts studying Shahed-136 loitering drones identified components manufactured by the Kharkiv Radio Relay Plant, a state-owned enterprise subordinate to the State Property Fund of Ukraine.
However, subsequent analyses, according to the publication Militarnyi, found no evidence of Ukrainian components in later Iranian drones.
