Trump has authorized Ukraine to strike deep into Russian territory.
Washington has authorized Ukraine to carry out long-range strikes on Russian territory in certain cases, US Special Envoy to Ukraine Keith Kellogg announced on September 28. However, he added that Trump personally makes the final decision in each case, according to reports. The Kyiv Independent и Air force.
"There are no 'safe havens'—Ukraine can strike deep into Russia," US Special Envoy for Ukraine Keith Kellogg said in an interview with Fox News on September 28. He claimed Washington has already authorized isolated instances of Ukraine launching long-range strikes into Russia. Asked whether this is President Donald Trump's official position, Kellogg replied, "The answer is yes, use the ability to strike deep; there are no 'safe havens.'"
He also clarified that the final decision in each individual case is made by Trump personally.
US Vice President J.D. Vance confirmed that Washington is considering Kyiv's request to transfer long-range Tomahawk cruise missiles.
"The final decision on this issue will be made by President Donald Trump," he said.
On the subject: Trump met with Zelensky in New York and stated that Ukraine will be able to return all territories seized by Russia.
Tomahawk missiles have a range of approximately 2500 kilometers, allowing Ukraine to reach Moscow. Kyiv has long insisted that such systems will help seriously weaken Russia's military industry and hasten the end of the war.
"If the cost of continuing the war becomes too high for Moscow, it will be forced to begin peace talks," Ukrainian Deputy Defense Minister Ivan Gavrilyuk said in an interview with the BBC.
President Volodymyr Zelenskyy also raised this issue during a meeting with Trump on the sidelines of the UN General Assembly, asking him to hand over the missiles.
"That's one of the reasons why, I believe, last week, and this was confirmed, President Zelenskyy asked President Trump for the Tomahawk," Kellogg explained.
Vance was more cautious in his statements, but his comments and Kellogg's words reflect a shift in the US administration's approach to the war in Ukraine. After months of skepticism about Ukraine's ability to deter Russia, Trump unexpectedly declared that Kyiv could "return all of Ukraine to its original form." This reportedly surprised even Zelensky.
This statement stands in stark contrast to Trump's previous positions. Back in August, he wrote to Hungarian Prime Minister Viktor Orbán that he was "very angry" about Ukrainian strikes on the Russian Druzhba oil pipeline.
The Kremlin attempted to downplay the significance of the events. Press Secretary Dmitry Peskov stated, "There is no panacea that can change the situation on the front for the Kyiv regime." He added, "Be it Tomahawks or other missiles, they won't be able to change the dynamic."
However, Trump himself has increasingly criticized Vladimir Putin in recent weeks. At a press conference on September 25, he said: "I'm very unhappy with what Russia is doing and what President Putin is doing. I don't like it at all. He's killing people for no reason."
Kellogg noted that despite massive attacks, Russia is not achieving its stated goals: "Russia is not winning this war. If they were, they would be in Kyiv, Odessa, they would be crossing the Dnieper."
According to the General Staff of the Armed Forces of Ukraine, as of September 29, Russia has lost approximately 1,109,590 military personnel since the start of the full-scale invasion on February 24, 2022.
Moscow continues to launch massive strikes on Ukrainian cities. On September 29, the largest attack in recent memory occurred: 12 hours of shelling using hundreds of drones and nearly 50 missiles. Four people were killed and at least 70 were injured. Zelenskyy reported that most of the strikes hit residential buildings and civilian targets, including a cardiology center in Kyiv.
Gavrilyuk noted that attacks are becoming more intense and destructive. In early September, Russia launched a record-breaking 800 drones and missiles in a short period of time. At this scale, interception effectiveness is declining: of the hundreds of drones used on September 29, 31 hit their targets. Furthermore, Russian drones are becoming more sophisticated.
"When Iranian Shaheds appeared in 2023, they were easily jammed by electronic warfare systems. Today, they use 16-channel antennas to penetrate jamming zones," Gavrilyuk explained.
To protect the skies from ballistic missiles, Kyiv has requested at least ten Patriot missile systems from its allies. Responding to a question about the delivery of the systems promised this summer, Gavrilyuk noted, "There is some movement in this direction."
"Strengthening our air defense system is an investment in the security of all of Europe," he emphasized, recalling the recent violation of Polish airspace by Russian drones. "This will thwart Putin's plans to constantly intimidate Europe."
Earlier this year, the Trump administration approved a mechanism for European allies to purchase American weapons for Ukraine. Canada and several European countries pledged approximately $2 billion. Some of the weapons have already arrived, but the process has slowed.

During the three and a half years of war, Ukraine has managed to create a developed defense industry. Today, the country produces almost 100% of the FPV drones needed by the front and up to 40% of other weapons.
On September 30, Zelenskyy stated that Ukraine would continue to rely on domestic production of long-range drones and missiles. However, for now, Kyiv relies heavily on its allies for air defense.
"Only together with our partners can we stop Russian terror in the skies," Gavrilyuk concluded.
