Ukraine will replace the ambassador to the USA: a candidate without diplomatic experience can become one

Ukrainian Foreign Minister Dmitry Kuleba has nominated former Finance Minister Oksana Markarova to the post of the new Ambassador of Ukraine to the United States, writes with the BBC.

The Ministry of Foreign Affairs is pleased with the work of the current Ambassador of Ukraine to the United States, Vladimir Yelchenko, but “the principle of rotation in diplomacy has not been canceled,” the relevant minister wrote on Facebook.

“If appointed, Ukraine will have an ambassador in Washington for the first time, who is well known in the US administration, in particular in the State Department, the Treasury, and the IMF,” explained Dmitry Kuleba.

If the candidacy of Oksana Markarova is approved by President Volodymyr Zelensky, she will be the first ever Mrs. Ambassador of Ukraine to the United States.

“These are absolute advantages,” the Foreign Minister emphasized.

In addition, Kuleba called the allegations that Oksana Markarova “is being sent to extract money from the IMF” “nonsense” and noted that a successful finance minister cannot be a bad diplomat.

Who is Oksana Markarova

Oksana Markarova is 41 years old. She received a master's degree in ecology from the Kiev-Mohyla Academy. In addition, she studied at Indiana University - now she has a master's degree in international public finance and trade, writes 24tv.

In 1996-1998, she worked at the International Foundation for Electoral Systems and at the consulting company Chemonics Intl. Inc. within the framework of the project “Ukrainian Agricultural Commodity Exchange”.

In 2000, in the USA, she completed an internship at the World Bank in Washington, in the group of banks and financial markets in the Europe and Central Asia region.

In 2003 she headed the ITT investment group, where she worked until 2014.

When the Ministry of Finance of Ukraine was headed by Natalia Yaresko, Markarova was her deputy, the head of the apparatus of the Ministry of Finance. In the media they called her “a member of Yaresko’s dreamteam.” Actually, ITT, where Markarova worked before entering the civil service, was under the leadership of Horizon Capital, whose co-founder and chief executive officer was Yaresko before her appointment as minister.

In April 2016, Markarova became the First Deputy Minister of Finance, Alexander Danilyuk. Since June 2018, after his resignation, she was appointed acting. Minister of Finance of Ukraine. In November of the same year, the parliament voted to appoint Markarova as a profile minister on a permanent basis, and on August 29, 2019, the new Rada supported her candidacy for this position in the new government of Aleksey Honcharuk.

Oksana Markarova is, among other things, a member of the Advisory Board of the Kyiv-Mohyla Academy, a member of the circle of friends of the Ukrainian Catholic University, and a member of the International Organization of Young Presidents (YPO).

A source at the Ukrainian Foreign Ministry expressed skepticism about this appointment: “After Biden’s victory, the “classics” are returning to Washington, and Markarova is not a classic diplomat. The IMF is a very important factor, but the American direction is much broader, more systemic, which requires greater diplomatic practice and outlook,” the publication notes. Zn.ua.
