It turns out that according to the new ranking US News and World Report, some of the best cities to retire are in Pennsylvania and Florida. Of the top 10 cities, five are in Pennsylvania and four in Florida—two states with vastly different climates that seem to have what retirees need, including affordable housing.
“With inflation, retirees are very concerned about finding affordable housing,” said Emily Brandon, senior editor at US News and World Report. “If you live on a fixed income, it’s important that your budget is as large as possible, and housing is the biggest expense for most people.”

Lancaster, Pennsylvania, located in Amish country 120 miles west of Philadelphia, is #1 on the list. Its first place in the ranking was achieved thanks to affordable housing (homes there are sold for less than the national average), the quality of medical care and the happiness of residents.
Harrisburg, Pennsylvania, the state capital, came in second on the list also due to affordable housing, but a lower health care quality score. Pensacola, Florida, a seaside city in Florida, ranked 3rd, mostly due to cheaper housing, though this was somewhat offset by a lower quality healthcare score.
The only city to make the top 10 outside of Pennsylvania and Florida was Ann Arbor, which ranked 8th.
The rankings were based on an analysis of 150 metropolitan areas on how well they meet the needs and expectations of American retirees. It looked at scores calculated for each neighborhood in the city using a weighted average of six indices: housing affordability, happiness, desirability, retirement taxes, job market, and health care quality.
Housing affordability was 24%. Happiness, which takes into account air quality, crime rates and overall well-being, was the second largest variable at 22%.
In weighting each index, US News and World Report polled pre-retirement age (ages 45 to 59) and seniors (60 and over) to find out what matters most to them, while noting that individual preferences and proximity families have some weight in choosing a location.

Cities that didn't rank high on the list included Los Angeles, Las Vegas, and Houston. All three fell below the 100th spot, largely due to higher housing costs.
