The Russian State Duma has approved a bill on the seizure of property of Russians abroad
The State Duma has approved a new bill in the first reading. It allows for administrative liability in absentia for Russian citizens who have left Russia for violations "directed against the interests of the Russian Federation," the publication reports Medusa.

The bill, in particular, allows for the seizure of property of citizens against whom administrative proceedings are being conducted.
The document was submitted to the State Duma in October 2024 by the State Council of the Republic of Tatarstan and State Duma deputy Airat Farrakhov. The first version of the bill proposed extending its scope to specific offenses provided for by several articles. Among them are the dissemination of fakes in the media and the Internet that pose a threat to life, incitement of hatred or enmity, calls for violating the territorial integrity of the country, "discrediting" the army, and participation in the activities of an "undesirable" organization.

However, the review of the bill states that the range of administrative offenses directed "against the interests of the Russian Federation" that can be committed outside the country is broader than the proposed list. As a result, the State Duma approved a version of the bill without a specific list of actions that could be considered to undermine Russia's interests.
State Duma Chairman Vyacheslav Volodin, announcing the consideration of the bill on May 11, wrote that it was about bringing to justice "under all types of administrative articles." He listed some of them:
- propaganda or public display of Nazi paraphernalia or symbols;
- discrediting the Russian Armed Forces;
- abuse of freedom of speech and dissemination of fakes;
- failure to comply with the duties of the owner of a social network.

To prevent persons involved in administrative cases from “evading the execution of a court decision,” the seizure of their property will be provided.
In April, the State Duma passed a law that allows citizens who have gone abroad to be tried in absentia for 20 types of crimes. Previously, in absentia trials were only possible for serious and especially serious crimes. From now on, deputies have made an exception for some minor and medium-gravity crimes. Now, Russian courts will try people for "fakes" about the Russian army and its "discrediting", calls for terrorism, extremism, violation of the territorial integrity of the Russian Federation, mass riots, unleashing an aggressive war, and rehabilitation of Nazism.
