Ukrainians are invited to a prestigious internship in the United States: How to apply

The Hubert H. Humphrey Fellowship Program provides non-degree internships in the United States. It includes an academic program and professional internship for mid-career professionals, according to official website of the US Embassy in Ukraine.

The program provides opportunities for professional development through the study of selected disciplines at the university as part of the academic component (duration - 9 months), participation in conferences, interaction in professional networks, and gaining practical experience during a mandatory internship (duration - 3 months).

Every year, leading US universities accept Humphrey Fellows. Universities are selected based on their achievements in their respective fields, available resources, and the level of support they can provide to the program participants.

Primary funding for the Humphrey Fellowship Program is provided by the U.S. Congress through the U.S. Department of State's Bureau of Educational and Cultural Affairs. The Institute of International Education (IIE) assists the U.S. Department of State in administering the program in collaboration with the U.S. Embassy.

Communications and Journalism

Hubert H. Humphrey Fellows strengthen information resilience and enhance U.S. influence in the global media landscape through their work in media and communications, including investigative and accountable journalism, national broadcasting, digital media, and public affairs. They champion individual freedoms in the digital age, manage strategic communications, promote freedom of expression, and develop transparent media to strengthen information resilience and support open public debate.

Natural Resource Policy

Humphrey Fellows develop policies to strengthen energy independence, resource security, and economic resilience. Their work spans critical minerals, energy systems, water resources, and agriculture, ensuring the reliability of supply chains, enhancing food security, and reducing vulnerabilities that could be exploited by strategic competitors. This work directly supports U.S. economic strength and global stability.

State and economic policy

Humphrey Fellows address key public and economic policy challenges at the local, regional, and national levels, promoting economic growth, workforce development, and market expansion for the benefit of the United States. They work in areas such as trade and investment, human capital development, education policy and administration, fiscal and monetary policy, public-private partnerships, and public sector management. Fellows develop and implement data-driven solutions that promote economic development and security, strengthen institutions, and support effective decision-making in domestic and foreign policy.

Public Health Policy and Management

Humphrey Fellows contribute to the development of self-sufficient and resilient health systems by addressing public health challenges, including preventing infectious disease outbreaks, through policy development, service delivery, epidemiological monitoring, and institutional readiness. They act as health policymakers—physicians, healthcare leaders, educators, and practitioners—to shape approaches to public health risk management that protect lives and promote economic stability.

Technology Policy and Management

Humphrey Fellows develop and implement strategies and policies to manage the societal, economic, and security implications of new and existing technologies. They ensure U.S. and partner leadership in this area and prevent the misuse of technology by hostile actors. They work on areas such as cybersecurity, artificial intelligence, data management, digital infrastructure, telecommunications, biotechnology, and medical technology, as well as the role of technology in urban planning, transportation, and labor market transformation.

Requirements for competition participants

All applicants must have at least a completed college degree (preferably in the field for which they are applying), at least five full years of professional experience (preferably in a relevant field), and limited or no prior U.S. schooling experience.

Participants must demonstrate leadership qualities, a commitment to community service, and a good command of English. Candidates are expected to possess management and administrative skills.

How to apply

Round 1: Online Application

The Hubert H. Humphrey Fellowship Program application is available online. here:.

Applicants can complete the application in multiple passes, saving their progress, and also provide recommenders with access to the system for convenient submission of letters of recommendation.

Only applications for those areas that are defined for Ukraine will be accepted for consideration.

The complete package of documents must include:

• Personal information and essay are completed online through the application portal.
• Academic transcripts - you must upload scanned copies of all postgraduate education documents in the original language, as well as with an English translation.
• Two letters of recommendation - recommendations must be submitted directly by recommenders through the portal before the application deadline.
• English Language Proficiency Information - Applicants must provide a self-assessment of their English proficiency level, as well as standardized test scores (TOEFL or Duolingo), if available, but this is not a requirement at the time of application.

Applicants are strongly encouraged to watch the series of informational webinars available on the America House Kyiv YouTube channel. While individual dates and requirements may have changed, the selection criteria and basic principles of the program remain the same.

Application deadline

Applications from Ukraine must be submitted no later than 23:59 Kyiv time (UTC+3) on August 22, 2026. Applications received after the deadline will not be considered.

Round 2: Preliminary Selection

All eligible applications are reviewed by a committee comprised of experts from the United States and Ukraine. Applicants will be notified of the results by email.

The strongest candidates will be selected for the semifinals and invited to an online interview in late August 2026. The selection committee includes representatives of the U.S. Embassy and a Hubert H. Humphrey Fellowship Program alumna. Each semifinalist will undergo an individual interview. Following this, the candidates nominated for participation in the program are selected.

Round 3: Preparing the Nomination Package and Departing to Washington

Applicants who have received nominee status will receive detailed instructions from the program coordinator after confirming their participation and readiness to continue the selection process.

They will be required to provide additional documents, including official academic transcripts and other supporting materials, to complete their nomination package. The coordinator will review the documents and forward them to the Institute of International Education (IIE) in Washington, D.C., no later than September 15, 2026.

The coordinator will provide nominees with vouchers to pay for an approved English language exam. Nominees must register for the TOEFL iBT or Duolingo English Test and take the exam no later than mid-October 2026.

Round 4: Final Selection

Nomination packages received from U.S. embassies around the world will undergo a competitive selection process in Washington, D.C., in early 2027. Finalists will be selected by the Institute of International Education, with final approval being made by the U.S. Department of State's Bureau of Educational and Cultural Affairs.

U.S. Embassies expect to receive selection results between February and April 2027 and will notify nominees of their status thereafter.

Selected finalists are given a specific period to officially confirm or decline participation in the program. Those who accept the offer must complete the necessary documents to secure their status.

Final Stage: Preparation for Departure and Distribution

Finalists will receive information about their placement at host universities between March and May 2027. Pre-departure orientation events will take place in June 2027. Participants are expected to depart for the United States in late August 2027 in accordance with the terms of their individual scholarship.
