Tests and quarantine for everyone: Biden has tightened conditions for entry into the United States
On January 21, US President Joe Biden signed a new executive order requiring anyone traveling to the United States to be tested for COVID-19 prior to departure and undergo a 10-day quarantine upon arrival in the United States. The order will come into force on January 26. Writes about it DW.
It was part of 10 decrees as well as new directives and memoranda on coronavirus signed by Biden.
“In addition to wearing masks, anyone traveling to the United States from another country will need to be tested before flying out and quarantined upon arrival in America,” Biden said.
He outlined plans to increase vaccinations and testing, reopen schools and businesses, and increase the use of masks.
“We didn't get caught up in this mess overnight. It will take months to fix everything, ”Biden warned. "Although we have the best intentions, we will still face failure."
What are the new plans and requirements:
- testing and mandatory quarantine for everyone arriving in the country;
- obligatory wearing of masks in public transport, interstate transport and in tourist centers;
- introduction of a program for the distribution of vaccines against COVID-19 through pharmacies;
- using the Defense Manufacturing Act to increase the supply of vaccines and protective equipment;
- the creation of community vaccination centers through the Federal Emergency Management Agency;
- 100 million vaccinations in Biden's first 100 days in office;
- development of guidelines for the safe opening of schools, colleges and childcare facilities;
- improved data collection on the pandemic;
- ensuring stricter safety rights for workers;
- creating a new organization to oversee the increase in testing;
- channeling resources to hard-hit minority communities.
Dr. Anthony Fauci, the country's leading infectious disease expert, said new infections could be at a steady level based on the latest seven-day averages.

He said existing vaccines are likely effective against recent viral mutations and can be modified if necessary. Dr. Fauci thinks the South African option is worrying, but doesn't appear to have spread to the United States yet.
This pretest policy will also be reviewed by the Department of Homeland Security, Health and Human Services, the Federal Aviation Administration, the Transportation Security Administration and CDC leadership in the next two weeks. President Biden has asked HHS and Homeland Security Secretaries to take "appropriate regulatory action" as needed, such as limiting what types of COVID-19 tests to use, regulating how travelers provide evidence of negative results, and offering additional options for those who do not have access to testing in his country, writes cntraveler.
Under the previous administration's plan, airlines are responsible for collecting and verifying test results. This may change as President Biden asks the relevant federal agencies during the reporting period to "identify tools and mechanisms to help travelers comply with the rules."
The decree also asks federal agencies to consider what the vaccination certification process will look like - for example, paperwork for vaccinations.
