Minnesota court allowed dangerous serial rapist to go free

The serial rapist, Thomas Ray Duval, who confessed to more than 60 rape of adolescent girls between 1970 and 1980, will be released this fall after 30 years in prison.

The Department of Social Policy attempted to initiate a review of the rapist’s case in order to prolong his detention, but on September 18, the Supreme Court of Minnesota rejected the department’s request, leaving the appeal decision of the court of appeal for parole of the offender in July, writes “Our New York".

This judgment concluded the five-year battle for Duval’s future. Family members of the victims are frightened and shocked, they believe that society should know how dangerous this criminal is.

Duval, now 63 of the year, committed the first offense in 1975, when he and his two accomplices raped an 17-year-old girl. Three years later, he committed a second similar crime with a girl of the same age. After only a few months after his release from prison, he tried to drag a woman into his car, threatening her with a knife. In the following 10 years, Duval was arrested and released for raping adolescents, including 14-year-old and 15-year-old girls in 1982. In 1991, he was sentenced to 20 years in prison on charges of raping an 17-year-old girl in an apartment in Brooklyn Park, which he committed just 12 days after he left prison in 1987. According to the press, Duvall tricked into the apartment, tied the teenager with a cord and raped him for three hours and hit him with a hammer. It is this term that the man is serving at the moment, since he was later recognized as a person with a psychopathic disorder, and from 2010 onwards he was imprisoned and was being treated for sex offenders.

During a court hearing last spring, Duval said that he had the right to go on probation, and that he now controls his sexual fantasies.

During the same meeting, three independent experts testified that Duval could not be released from prison because he was still obsessed with deviant inclinations, despite the treatment.

The abuser must be released this fall by putting him in a long list of conditions for being free. If he violates even one of the 24 release conditions, he will again go to jail.
