U.S. Approves Benefits and Protection Programs for Persons Without Citizenship of Any Country (Stateless Persons)
The Department of Homeland Security (DHS) will provide assistance to people in the United States who do not have citizenship in any country and who want to receive immigration benefits, protection, or have filed other requests with United States Citizenship and Immigration Services (USCIS).
Stateless people (stateless people) are those who are not legally considered a citizen of any country and therefore may be denied legal status. They cannot access education, health care, marriage and employment.
People can be born stateless or become stateless due to discrimination, war and conflict, or changing borders and laws. The new guidance explains when and how USCIS can help a stateless person with immigration benefits or other requests.

USCIS will create and implement new procedures to help staff assess a stateless person who seeks help.
These new procedures include:
- Update of existing guidance on statelessness.
- Developing more robust mechanisms and establishing standard operating procedures.
- Application of criteria that can help USCIS officers determine whether a person qualifies as a stateless person for USCIS purposes.
Specially trained USCIS staff will provide the judge with an advisory report explaining how the officer may consider a person's statelessness when making decisions on an application or request for benefits.

The implementation of this update will also allow USCIS to collect more complete and accurate data on this vulnerable group of people. The United Nations estimates that there are about 218 stateless people in the United States.
“All over the world, stateless people live in fear and uncertainty. DHS is fully committed to addressing the global problem of statelessness and eliminating the barriers these people face in the United States,” said DHS Commissioner Alejandro N. Mayorkas. “With this historic step, stateless people will be given the opportunity to apply for the immigration protections and benefits to which they are entitled.”
