The United States will not send a new ambassador to Ukraine after the resignation of Jovanovic

The US State Department proposed to send a temporary attorney to Ukraine, since Mari Yovanovitch’s new ambassador has not yet been appointed instead of leaving the post. The position was proposed to William Taylor, who was the United States Ambassador to Ukraine 10 more than years ago.

The temporary attorney, apparently, will manage the embassy for at least a year, or even until the very presidential election of the year 2020, writes Zn.ua.

According to sources in Washington, the US State Department suggested to William Taylor, who served as the ambassador in Kiev in 2006-2009, to go to Ukraine as temporary attorney.

In this situation, this is a plus. First, Taylor will not need to study the situation in the country. Secondly, he constantly keeps abreast of the defense sphere, knows the situation in the east of Ukraine and understands economic issues.

The charge d'affaires acts as the head of the diplomatic mission in the absence of the ambassador (or the head with a different position title) both due to his temporary departure and in the event that the ambassador is not appointed - for example, after the previous one is recalled.

Temporary attorneys are also appointed in other cases: if the ambassador is accredited, but lives in another state; if countries have established diplomatic relations, but have not yet had time to exchange ambassadors; if the ambassador was recalled to protest or disagree, but diplomatic relations were not severed.

The Permanent Attorney shall present his credentials signed by the Minister of Foreign Affairs of the accrediting state to the Minister of Foreign Affairs of the receiving state. In the case of the ambassador, these letters are signed by the head of state and they are also handed to the head. Temporary attorneys should not officially meet with anyone and hand over letters. They begin to work immediately, as soon as their name was officially named to the Minister of Foreign Affairs of the host country. This is done by the head of the diplomatic mission or the minister of foreign affairs of the accrediting state.
