The requests of Russians for political asylum in Israel will be considered under the accelerated procedure

Starting October 27 2019, the requests of Russian citizens for political asylum in Israel will be considered under the expedited procedure. This decision was made by the Director General of the Office in connection with multiple cases of abuse in order to gain the opportunity to work in Israel.

Recall that the procedure for processing requests for political asylum can last several years. All this time, an asylum seeker can work in Israel. There is no need to obtain work permits for this, but the state does not have the right to impose sanctions on employers hiring asylum seekers.

In recent years, the number of Russians seeking political asylum in Israel has risen sharply. From January to September 2019, 3010 people submitted requests for political asylum. In 2018, there were 2772 such requests. In 2017 - 635. In 2016 - 395. In 2015 - 14. In 2013 - 1.

In 2009-2012, the Russians did not file a single asylum application.

The Office of Population and Migration Registration believes that the sharp increase in requests for political asylum is a result of a change not in the political but in the economic situation in Russia. That is, it is assumed that the Russians seek to leave for Israel to earn money.

Earlier, citizens of Georgia and Ukraine acted in a similar scenario, which forced the Israeli Ministry of Internal Affairs to announce that requests for refugee status from residents of these countries would be considered under an accelerated procedure. As a result, in 2018 the number of Ukrainian and Georgian appeals sharply decreased (1.131 request from citizens of Ukraine and 378 requests from citizens of Georgia for the first half of the year).

The editors of NEWSru.co.il turned to the Office for Population Registration and Immigration with a request to comment on this decision and provide information on how this will affect the ability of Russians applying for political asylum to work in Israel.

According to an explanation received from the press service of the Office, the accelerated procedure for considering applications for political asylum is designed to exclude coming to Israel “to earn money.” The main difference between the accelerated procedure and the usual one is that if a Russian declares his intentions already at the border, the first consideration of his request takes place in the Department of Population Registration at the airport. If the Office staff does not find any reason to consider the request more carefully, the visitor will not be allowed into Israel.

In the event that the application for political asylum is submitted during the year of stay in Israel, but upon the expiration of the tourist visa, the applicant is granted a visa for temporary stay in the country (the so-called 2-Alef-5 visa) for only three months, during which petitioners cannot be hired.

It should be noted that Russia, Ukraine, and Georgia have not been included in the list of countries whose citizens cannot be deported from Israel in accordance with international law, even if they are refused political asylum. We are talking about countries whose deportation may lead to imprisonment, death or torture (for example, in the case of Eritrea and Sudan). That is, the Russians went through the process of considering their petitions in a general manner.
