President of Ukraine signed a decree on martial law: new dates and conditions

Martial law in Ukraine will work from November 9 on the morning of 28 and will last for 30 days. At the time of special legal status in the state, neither full nor partial mobilization will be announced. This was during the appeal to the people of Ukraine, said President Petro Poroshenko.

The President noted that the constitutional rights of Ukrainians will not be limited.

“The National Security and Defense Council advised us to introduce martial law for a period of 60 days. My decision is 30. So that martial law should not be imposed for a single day at the beginning of the election campaign,” said the head of state.

Poroshenko also noted that the presidential election will be held in accordance with the Constitution of the country (during the day there were theories in the press that martial law would be introduced specifically to disrupt the election of the head of state).

Poroshenko explained that with the help of a special legal status in the event of an invasion, it will be possible to quickly mobilize all the resources necessary for defense and defense, writes Columnist.

Today, the President of Ukraine signed a decree on the introduction of martial law. The head of state took this step in connection with the actions of Russia against the ships of the Naval Forces of Ukraine, which led to dire consequences and are a manifestation of armed aggression.

“It is recognized as necessary to introduce a special legal regime in Ukraine to create conditions for countering military aggression and ensuring national security, eliminating threats to state independence, sovereignty and territorial integrity of Ukraine,” the decision says.

Initially, martial law was to be introduced on 60 days, from 14: November 00 26 to 14: January 00 25 Kiev timebut a few minutes ago, the president made a statement that another proposed term: from 9: November 00 28 on 30 daysuntil mid-December.

Earlier, the President of Ukraine noted that the special status does not mean conducting offensive operations. Instead, martial law provides enhanced defense of the country and its citizens.

In response to such a statement, the Kremlin accused the country’s top leadership of “deliberate provocation” and stated that Western European countries helped Kyiv in this.

What it says in the signed document:

• The Decree “states that the actions of the Russian Federation against the ships of the Naval Armed Forces of Ukraine, which had grave consequences, constitute a crime of armed aggression, according to Resolution 3314 (XXIX) of the UN General Assembly of December 14, 1974;
• recognizes as necessary the introduction in Ukraine of a special legal regime in order to create conditions for repelling armed aggression and ensuring national security, eliminating threats to state independence, sovereignty and territorial integrity of Ukraine;
• calls on the Ministry of Foreign Affairs to appeal to the states that have signed the Memorandum on security assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons of December 5 of 1994, with a proposal to immediately organize consultations on the act of armed aggression of the Russian Federation against Ukraine;
• to initiate without delay the convening of meetings of the UN Security Council, the Permanent Council of the Organization for Security and Cooperation in Europe;
• organize consultations of the President of Ukraine, the Minister of Foreign Affairs of Ukraine with the leaders of the Union and partner states, the European Union, the leadership of the United Nations, the OSCE, other international organizations;
• The decree calls on the Ministry of Information Policy to urgently organize an information campaign to bring to the leadership of foreign states, influential international political, economic, and public circles objective information about the latest act of armed aggression by the Russian Federation against Ukraine;
• calls on the Ministry of Defense of Ukraine, the General Headquarters of the Armed Forces of Ukraine to promptly clarify the Mobilization Plan of the Armed Forces of Ukraine, in particular, the volume of call for reservists of the first-order operational reserve (and also gives a number of orders to the General Staff regarding mobilization and reserve);
• calls on the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine to take urgent measures to ensure public order, protect and defend critical infrastructure facilities, protect foreign diplomatic missions; measures to enhance counter-intelligence, counter-terrorism and counter-sabotage regimes, information security, and cyber security;
• calls on the administration of the State Border Service of Ukraine to strengthen the security of the state border with the Russian Federation and the administrative border with the Autonomous Republic of Crimea.”

“Will NATO bring in ships?”

The main reason for the introduction of martial law in Ukraine may be to give NATO the opportunity to intervene in the conflict. In this case, the events in the Kerch Strait will acquire a completely different geopolitical significance.

This opinion, citing his own sources, was expressed on his Facebook page by the editor-in-chief of the publication. OBOZREVATEL Orest Sohar.

“Before the NSDC meeting, President Poroshenko held consultations with NATO leadership. Then he immediately convened the war cabinet of the National Security Council, at which martial law was declared,” the journalist noted.

And he immediately explained: “My sources claim that this special regime is needed to improve the status of relations with the North Atlantic Alliance: for NATO to bring its ships into the Black Sea, then something special must happen. The introduction of martial law indicates precisely this importance.”

According to him, the Russians have long and carefully prepared for this incident.

“Since the annexation, this is already the second passage of our Navy from Odessa to Mariupol, where the construction of a naval base continues. And every time, according to the Chief of the General Staff of the Armed Forces of Ukraine Muzhenko and the head of the Navy Voronchenko, the Ukrainian side reported passing the water area in accordance with the requirements of the current international legislation,” emphasized Orest Sohar.

At the same time, he recalled that over the past two months, the Russians have been actively massing heavy weapons to the demarcation line, and also strengthening the military contingent in Crimea. Over the past week, Russian TV channels have constantly talked about the “power of the Russian fleet.”

“Therefore, the behavior of the aggressor can be interpreted in different ways, but the Russians were preparing for this operation, which could have a multifaceted purpose: from a simple diversion of attention from the events in Donbass to a new round of aggression. In any case, the Russians clearly understand that for them this will result in new sanctions and an increase in the degree of geopolitical conflicts,” the journalist concluded.

Kravchuk, Kuchma and Yushchenko made a statement

Former Presidents of Ukraine Viktor Yushchenko, Leonid Kuchma and Leonid Kravchuk expressed doubts about the need to impose martial law in Ukraine.

Their joint statement was conveyed to journalists by Kravchuk, Ukrayinska Pravda reports. It is noted that the issue should have been resolved earlier, and not delayed until the presidential elections, which could sow doubts and chaos among Ukrainians.

“Are these risks justified? Will it help to actually confront the aggressor? Over the past 5 years, there have been situations when the introduction of martial law was appropriate and possible - the seizure of Crimea, the Debaltsevo and Ilovaisk cauldron, where there were thousands of dead,” he quoted.

According to the presidents, such decisions are perceived in society as a threat to democracy, which can be used by the enemy. In the case of the introduction of martial law, they stressed, the norms on the restriction of rights and freedoms and the prohibition of elections should be abolished.

“The Verkhovna Rada must adopt a resolution on holding elections on March 31, 2019. The moment has come when the fate of the state depends on the wisdom of the people’s representatives,” Kravchuk expressed a joint opinion.

Recall that after the November 25 incident, when ship of the Russian Federation rammed a tug of Naval Forces of Ukraine at the exit from the Kerch Strait, Russia used weapons against the ships of the Ukrainian Navy, capturing three vessels. On board there are at least six wounded, 23 Ukrainians have become Russian prisoners of war.

In connection with the incident on the evening of November 25, President of Ukraine Petro Poroshenko convened an emergency meeting of the National Security and Defense Council. The president supported the idea of ​​martial law in the country, which will be considered by the Verkhovna Rada at an extraordinary meeting of November 26, which is currently taking place.
