October 3 has opened the acceptance of applications for the lottery Green Card 2020.
State Department released detailed instructions about the application process, as well as answers to frequently asked questions about the lottery.
The annual Multinational Alien Visa Program is mandated by the US Congress and is administered by the US Department of State.
Section 203 (c) of the Immigration and Citizenship Act (INA) provides for the creation of a category of immigrants born in different countries (Diversity immigrants), which allows obtaining the status of permanent resident representatives of countries with a historically low level of immigration in the United States.

Applications for DV-2020 visas are not accepted from natives of the following countries, of whom more than 5 50 immigrants have arrived in the USA in previous 000 years: BANGLADESH, BRAZIL, CANADA, CHINA as well as VIETNAM.
Natives from the Hong Kong and Macao Special Districts, as well as Taiwan may apply.
This year there are no changes in the list of countries that can apply for participation in the DV-2020 lottery.
Who can participate in the DV program
Requirement #1: Applicants born in countries eligible to participate in the DV 2020 lottery are eligible to participate in the program.
If you were born in another country, there are two other cases where you can apply for a DV visa:
- Were your spouse born in a country whose residents can participate in the lottery? If so, you can indicate in your application the country of birth of your spouse instead of your country of birth, provided that you and your spouse receive visas and enter the United States at the same time.
- You were born in a country whose residents are not eligible to participate in the program, but not one of your parents was born in this country, and was not its permanent resident at the time of your birth? Requirement #2: Each applicant must meet the requirements of the DV program in terms of education or qualifications.
Applicants must have a high school diploma or equivalent (in the United States, this is the successful completion of the 12-year course in primary and secondary school).

Applications for participation in the DV-2020 visa lottery must be sent electronically on the website www.dvlottery.state.gov from noon to Eastern Daylight Time (EDT) on Wednesday, October 3, 2018, until noon, Eastern Standard Time (EST), Tuesday, November 6, 2018.
We kindly ask you not to wait for the last week of the aforementioned period for submitting applications, since increased demand may lead to site overload. Application forms submitted after the deadline for registration, or filled out on paper, will not be accepted. According to the law, the applicant or anyone on his behalf may submit only one application from one applicant during the registration period. The US Department of State uses specific technologies to identify multiple questionnaires submitted by one applicant. Applicants who have submitted more than one application will be disqualified.
The procedure for filing an application for the DV-2020 program
Applicants have access to the electronic application form (E-DV Entry Form or form DS-5501) on WWW.DVLOTTERY.STATE.GOV. Partially completed applications will not be accepted. Registration for participation in the DV program is absolutely free. For submitting applications, it is better to use new browsers, since browsers of the old type (for example, Internet Explorer 8) may not support online DV system.
It is strongly recommended that you fill out the application forms yourself, without resorting to the help of “visa consultants”, “visa agents” or other persons offering to submit questionnaires on behalf of the applicant. If you use someone else's services to fill out an application, you need to be personally present during its preparation in order to give correct answers to questions, print a confirmation page and personally receive your unique confirmation number.
It is very important to save the confirmation page and the confirmation number. Without this information, you will not be able to enter the site for checking the status of the application form. Do not agree if anyone offers to keep this information for you. You also need to retain access to the email address you provided when submitting the application. After filing the completed application, a confirmation will appear on the screen with the name of the applicant and the individual registration number. The applicant must print the confirmation and retain this printout.
From 7 May 2019, you can check the status of the application for DV-2020 on the site www.dvlottery.state.gov in section Entrant Status Check (Checking the status of the application) using this individual number and personal information to access. You must enter an individual registration number to check your status and date of interview for an immigrant visa. The State Department will not personally notify you of the prize. When filling out the electronic form of the application form, you must provide the following information:

7. APPLICANT'S PHOTO - Attached are recent (taken in the last 6 months) photographs of the applicant, spouse, and all children indicated in the statement. No need to include photos of a spouse or children who are already citizens or permanent residents of the United States. However, if you do this, your application will not be disqualified.
Group photos will not be accepted. A separate photo is required for each family member. Application forms are subject to disqualification if photographs are attached to the application, in which any changes were made, as well as if the photos do not meet the requirements set forth below. Enter information about your spouse, including name, date of birth, gender, city and country of birth, and attach his / her photo that meets the same specifications as your photo. If the spouse is not indicated in the application form, this will lead to the disqualification of the main applicant and the refusal to issue visas to all family members for an interview. The spouse must be included in the application, even if you live separately, except when you live separately by written agreement, confirmed by a court decision. Spouses who are US citizens or permanent residents of the United States are not required to receive an immigration visa. 14. DETAILS OF CHILDREN - The application form must contain the name, date and place of birth of all children who are not 21 years old, even if they do not live with you, and also regardless of whether they intend to immigrate with you. Attach an individual photo of each child to the application that meets the same technical requirements as your photo. The questionnaire should include:
- all biological children;
- all children adopted by you in a lawful manner;
- unmarried / unmarried stepsons and stepdaughters who have not turned 21 a year, even if you are no longer legally married to the parent of the child, and if the child is not living with you and / or will not immigrate with you.
Children who are married and children who have already turned 21 a year or more do not qualify for the DV visa. However, the Child Protection Act (CSPA) in certain circumstances protects the right to immigration of children older than 21. If the DV application was submitted before your unmarried child turned 21 a year, or the child turned 21 a year after submitting the application, but before the interview, the visa approval process may be the same as for children under the age of 21.
Children who have US citizenship or permanent resident status should not be included in the DV questionnaire, as they cannot participate in the DV program. However, in the event that a complete list of all children eligible for DV-visas is not submitted, the main applicant will be disqualified, and all family members will be denied visas during the interview.

Selection of DV winners
Based on the number of visas allocated to each region and each country, winners will be determined from all applications-forms that meet the requirements, by random computer selection. All applicants for a DV-2019 visa must go to the website in the section Entrant Status Check, to obtain information about the winnings, using your individual confirmation number, saved at registration. Winners can find out about their winnings through this section on the website. www.dvlottery.state.gov From 7 May 2019 to 30 September 2020. In the event of a win, the winners will be directed to a confirmation page, where they will receive further instructions, including information on fees related to immigration to the United States.
Entrant Status Check will be the ONLY source of information from which the winners will be able to learn that they have been selected for further participation in the DV-2020 program. The Department of State will not send out emails stating your winnings. US embassies and consulates will not provide lists of winners. Those who have not been selected will also be able to find out about this ONLY on the website in the section Entrant Status Check. It is strongly recommended to independently verify the information on the website in the section Entrant Status Checkwithout trusting third party verification.
In order to obtain immigration visas, applicants selected by arbitrary computer sampling, however, must comply with all the requirements of the US immigration law and must not have any restrictions on entering the country. Compliance with these requirements you will need to indicate in electronic form DS-260, and also personally confirm the consular officer for an interview. These questions may include criminal and security topics. The process of reviewing applications and issuing visas to DV applicants selected as a result of the lottery and to their family members eligible for such visas must be completed by midnight 30 September 2020. Instructions for submitting digital photos
A new (i.e., captured within the last 6 months) digital photo or a new (i.e., captured within the last 6 months) photograph scanned with a digital scanner must comply with the composition and specifications set out below.
Before submitting an application, the sender can check the quality of the photo on the E-DV website by clicking on the link “Photo Validator". The photo quality control program will help identify discrepancies with technical requirements, as well as show examples of “correct” and “incorrect” photos. Do not submit an old photo. Photos that were scanned from a driver's license or from other official documents are not allowed. In addition, photos from magazines, selfies, photos taken in photo booths or on mobile phones, as well as full-length photos are not accepted.

Pictures of children or babies

3. WHY PEOPLE OF CERTAIN COUNTRIES CAN'T PARTICIPATE IN DV PROGRAM?
The goal of the program is to provide the possibility of moving to the USA for natives of countries with low immigration rates. 4. WHAT ARE THE REGIONAL LIMITATIONS OF VISA PAYMENTS WITHIN THE DV-2020 PROGRAM?
The Citizenship and Immigration Services (USCIS) determines the annual regional limits for issuing DV visas based on the formula provided in Section 203 (c) of the Immigration and Citizenship Act. The minimum age for participation in the lottery is not provided. 10. CAN PERSONS IN THE UNITED STATES PARTICIPATE IN THE LOTTERY?
Yes, applicants may be located in the United States or in another country, and application forms may be submitted from the United States or another country.
11. IS THE APPLICANT RESTRICTED BY THE OPPORTUNITY TO SUBMIT ONLY ONE STATEMENT DURING THE REGISTRATION DV-PERIOD?
Yes, the law provides that during one registration period only one application form can be submitted by one person (or on his behalf). 12. CAN EVERY BODY GIVE A SEPARATE STATEMENT?
