At the request of the United States, the son of the governor of the Krasnoyarsk Territory of the Russian Federation was arrested: he stole American military technology and transferred it to Russia

Five Russian citizens have been charged with evading global sanctions, money laundering and transferring military technology to American companies in Russia. This is reported on the website. US Department of Justice.

The defendants obtained military technology from American companies, smuggled millions of barrels of oil, and laundered tens of millions of dollars for Russian oligarchs, sanctioned organizations and the world's largest energy conglomerate.

Five Russian citizens Yuri Orekhov, Artem Uss, Svetlana Kuzurgasheva, also known as Lana Neumann, Timofey Telegin and Sergey Tulyakov face various charges related to the global procurement network, smuggling and money laundering. Both Juan Fernando Serrano Ponce, known as Juanfe Serrano, and Juan Carlos Soto were charged with dealing illegal deals for the Venezuelan state oil company Petroleos de Venezuela SA (PDVSA) as part of a scheme.

On October 17, 2022, Orekhov was arrested in Germany, and Uss in Italy. Both are at the request of the United States and will be subject to extradition proceedings.

“The defendants were criminal accomplices of the oligarchs. They orchestrated a complex scheme to illegally obtain US military technology and oil through multiple transactions involving front companies and cryptocurrencies. Their efforts have undermined security, economic stability and the rule of law throughout the world, US Attorney Peace said. “We will continue to investigate, undermine and prosecute those who fuel Russia’s brutal war in Ukraine, evade sanctions and support the shadow economy of transnational money laundering.”

“Today we are announcing the disclosure of a complex network of at least five Russian citizens and two Venezuelan citizens, each with direct ties to corrupt state-owned enterprises that knowingly sought to cover up the theft of U.S. military technology,” the FBI spokesman said. “This network planned to purchase sophisticated technologies to directly support the military-industrial complex of the Russian Federation.”

According to the indictment, Orekhov was a co-owner, chief executive officer and managing director of Nord-Deutsche Industrieanlagenbau GmbH (NDA GmbH), a private company for the sale of industrial equipment and goods, located in Hamburg (Germany). Another owner of NDA GmbH is Artem Uss, the son of the governor of the Krasnoyarsk Territory of Russia.

Kuzurgasheva served as CEO of one of the shell companies and worked for NDA GmbH. Using NDA GmbH as a shell company, Orekhov and Kuzurgasheva obtained and purchased from US manufacturers military and dual-use technologies, including advanced semiconductors and microprocessors used in fighter jets, missile systems, smart munitions, radars, satellites, and other military space assets. .

These goods were sent to Russian end consumers, including sanctioned companies such as Radioavtomatika, Radioexport and Abtroniks, which served the Russian defense sector. Some of the same electronic components obtained through a criminal scheme were found in Russian weapons platforms captured on the battlefield in Ukraine.

Orekhov and Uss used NDA GmbH as a cover to smuggle hundreds of millions of barrels of oil from Venezuela to Russian and Chinese buyers, including a Russian aluminum company controlled by a sanctioned oligarch and the world's largest refinery, gas and petrochemicals conglomerate based in Beijing ( China).

The scheme included fake shipping documents and supertankers that deactivated their GPS navigation systems to hide the Venezuelan origin of the oil, among other things.

Payments for NDA GmbH's illegal activities were often made in dollars through U.S. financial institutions and correspondent bank accounts. To facilitate these transactions, Orekhov and his accomplices used shell companies, falsified documents and bank accounts, causing US banks to process tens of millions of dollars in violation of US sanctions and other criminal laws.

The scheme also used mass cash transfers with couriers in Russia and Latin America, as well as millions of dollars of cryptocurrency transfers to carry out these transactions.

If convicted, the defendants face up to 30 years in prison.
