Russian officials will personally convince compatriots abroad to move back to Russia. On February 7, 2020, the corresponding decree of the Russian government came into force, its text was published in the official publication “Parliamentary newspaper«.

The Russian government plans to create a temporary group - it will include specialists from the Ministry of Internal Affairs (Ministry of Internal Affairs), the Ministry of Foreign Affairs (Ministry of Foreign Affairs) and other services - which will be sent to foreign countries. In accordance with the decree, a group of officials abroad will have to “organize work with compatriots living abroad and wishing to voluntarily relocate to the Russian Federation”. It is specified that the decision in the Cabinet was adopted on January 28, 2020.

“The temporary group is formed from specialists from the Federal Migration Service, the Ministry of Foreign Affairs of the Russian Federation and other interested federal executive authorities in the amount of 3 to 5 people <...>”

In other words, instead of employees of the FMS (which is part of the Ministry of Internal Affairs), any officials of the Ministry of Internal Affairs can now participate in the group, plus the restriction of 3-5 people on the number of members of this group is removed.

You might even think that the meaning of the decree is to allow more Russian officials to live abroad on state support.
