Villagers hounded a 12-year-old girl who wrote a letter to Putin

In mid-December, 2018, 12-year-old Tasya Perchikova from the village of Tomsino, Pskov Region, wrote a letter to Vladimir Putin. The girl complained about various difficulties - the only school was closed, her mother works as a nurse in two shifts for a tiny salary - and asked the president to help.

From the Kremlin did not answer, local officials praised the letter, but refused to help. After publishing the material about the Perchikovs in Radio Liberty, people from all over the country began to send them small donations. The family immediately started having problems with its neighbors: the villagers blamed the Perchikovs for fraud, threatened Tase and her mother, and also demanded a nude photo from the girl and published VKontakte. Letter to Putin

Elena Perchikova with 11-year-old daughter Tasey moved from St. Petersburg to the village of Tomsino, Pskov Region, in May of 2018. Perchikova did not want to pay a rented apartment in the city anymore and bought a small house in installments in the village. She got a job as a nurse in a district hospital and acquired a household — bought a cow, goats, chickens, went into the garden. At the same time, she often did not have the strength to work in the garden. In September, the only school in Tomsino was closed, so her daughter, sixth-grader Tasia, went to a school in the neighboring village with her neighbors every day, and at other times helped her mother with the housework: milked the cow and goats, looked after the animals and did all the work around the house.

In the middle of December, 2018, 12-year-old Tasia Perchikova, secretly from her mother, wrote a letter to Vladimir Putin and sent it to the Kremlin.ru website. In the letter, the girl complained that they closed down the only school in her village, said that her mother worked as a nurse in the two shifts in the district hospital and was on duty at the intensive care unit, she “has a good job, but she doesn’t have enough salaries to exist - she gets around thousand. "

“I love my mother very much,” wrote Tasia Putin. - Please, give my mom a walking tractor and a mini-tractor. We really need it. We would have more beds. And my mother would have less to work with a shovel after duty, almost to the loss of strength. My mother is hard. I will be very grateful to you if you call me and I can tell you everything myself. ”

In the letter, Perchikova also noted that the place where she now lives is “very old, the first mention of him in the XV century.”

The reaction of local authorities

The girl has still not received a response from the president. But on January 10, 2019 of the year Tase received a letter from the Committee for Social Protection of the Pskov Region, in which she was praised for being interested in history, but was told that "it is not possible to help her."

In early January, Lyudmila Savitskaya, a journalist for Radio Liberty, came to Perchikov and wrote an article about their life. Then Tasia enthusiastically told the journalist about their life in the village with her mother:

“I don’t want to return to the city for any money! I will not move back! In the city, you turn on the music, so everyone shouts, yells: “What are you doing there?”. And here at least sing, at least throw everything and destroy - no one will hear! Freedom is such! You want to play, you want to sit ... And nature? Lake Sebezhskoye, the river Vet - we are swimming here! ”

Lyudmila Savitskaya told Medusa that when she met, "Tasia seemed incredible to her" and not at all like other children of her age.

"She jumps with delight when she learns Latin with her mother, she takes birth from goats and heals them."

According to Savitskaya, Tasy has a heightened sense of justice. The girl, “raising her hands to the sky,” asked the journalist with surprise, “how is it that two houses from us live the head of the district who took and did not defend the school — such things just don't fit in her head”.

At the same time, Savitskaya noted that Tasia was a very naive child and was not at all ready for meanness.

A few days after the publication of the article by Lyudmila Savitskaya at the regional social welfare department, they said that the administration of the Pskov region still intends to offer Perchikova to sign a social contract to buy a mini-tractor. At the same time, the department noted that now the family does not have registration in the Pskov Region.

Leonid Kursenkov, the head of the Sebezhsky district living next to the Perchikovs, said at the same time that the Perchikovs are not the only ones who are experiencing such difficulties:

“We have thousands of people in the 19 area, of which such families are almost all in the same condition, to help everyone, buy a tractor, we have no right under the law.”

Elena Perchikova said that soon after the publication she was urgently called to Pskov to the head of the administration office of the governor of the Pskov region, Sergey Dmitriev - “on the carpet”. The audience was appointed immediately after two hospital hours of Perchikova in a row. She asked the officials to postpone the meeting, but she was not allowed. Four hours Perchikova went to the meeting, and it lasted, according to her, 15 minutes. Dmitriev, as Perchikova says, indifferently said that he did not see the Tasian letter to the president, as did the statements of the Social Security Administration, in which they spoke about their readiness to help - both Perchikova showed him from the phone.

Upon returning home, Perchikova received a written response from the administration of the Pskov Region that there would be no help to the family.

“It turned out that they don’t seem to be doing this, according to the budget, we are not provided with assistance,” she told Medusa. “Especially since Tasey and I are registered because of bureaucratic delays, so far in St. Petersburg.”

With the world in a thread

After the publication on Radio Liberty website about the letter to Tacy, it was not only regional officials who learned about it. According to Elena Perchikova, people began to write to her, asking to provide the address and bank details. Soon he and his daughter started sending parcels with children's clothes and stationery to the post, people transferred Perchikov small donations to the card, including charitable foundations (they collected about 90 thousand rubles (about $ 1400)). With this money, the family bought equipment for the garden, textbooks, clothing and medicines.

As soon as the villagers began to notice that they were sending packages to her, they became very angry with her.

“They called me an idiot, an upstart, that here we are too, how you live, and nothing, we endure. You're a fool, once asked, - says the girl. - Children in the village ceased to be friends with me and began to behave like enemies. The girls threatened to videotape me and laugh. ”

Elena Perchikova provided the Meduze with a correspondence in which the children told her that her daughter allegedly steals money "from one grandmother" - not to mention which one; Tacy's friend told everyone she allegedly stole her phone. Perchikova says that because of this, with the donations she received, she paid for her daughter’s distance education in a Moscow school.

“My daughter didn’t have any friends at all, there wasn’t even anyone to talk to, and she barely showed only one federal channel at home, so I bought her an inexpensive TV,” says Perchikova. “Upon learning about this purchase from some regular note, people began to poison us even more: they shouted that we were fraudsters, and they didn’t write to Putin at all.”

In the VKontakte public papers devoted to life in Sebezh, under each post about Tasa Perchikova, there are more 200 comments — most commentators condemn the Perchikovs and believe that they had no right to ask for help.

In mid-January, journalists from the Russia channel arrived to Perchikov. According to Elena Perchikova, they broke into their house, behaved themselves rudely and cheekily, “as with criminals, dependents and fraudsters who want to deceive the state.” At the end of January, a story came out in which it was said that the Perchikovs “picked up the fashionable downshifting movement” and “brought the“ peppercorn ”into the life of the backwoods.

How the baiting began

In mid-February, the staff of the Fund “Countrymen” donated a laptop to Tase for study. This, according to Elena Perchikova, the villagers "could not forgive them anymore." Perchikova was in the hospital on duty, when an unfamiliar "boy" wrote Tase "VKontakte" that she was beautiful and he would like to meet with her. The interlocutor refused to call on the phone or in the social network, but after a while he asked Tasya to send him his “nude photos” and promised not to show them to anyone; the girl sent a picture where she was naked.

According to Elena Perchikova, immediately after this, the “boy's” account was deleted, and the photo of her daughter “was replicated in all public places related to the Sebezhsky district”. Perchikova herself sent this photo to an unfamiliar fellow villager with the words "admire what pictures your daughter sends to adult guys."

Then the woman added: “Be just like everyone else. We just all live as they can and no one asks for anything, because it is useless because they throw stones at them. ”

Elena Perchikova filed a complaint with the police to find out who actually asked her daughter to send photos. Soon, according to her, it turned out that the fake account of the “boy” was created by the ex-girlfriend of Tacy. According to Perchikova, the police told her that, most likely, the girls were helped by adults, because they wrote Tasa from a hidden IP. Now the materials of the inspection for decision-making are sent to the Investigative Committee of the Pskov Region. According to Perchikova, we are talking about a criminal case for distributing pornography.

“It's not hard for you here, why ask for something?”

February 17 made a video on Radio Liberty about how Tasya Perchikova lives. It shows how a girl skillfully milks a goat, washes dishes, buys food to an elderly neighbor, communicates with peers. On the same day, a publication was published in which it was told how Tasina’s life changed after the first article about her: what kind of help they received from people and about the envy of fellow villagers.

February 24 Elena Perchikova was called from an unknown number and was told that “if you don’t understand once, the next time your daughter will be torn from ear to ear.”

“I have already under all publications and everywhere have asked forgiveness of all for the fact that my daughter wrote this letter, it is very scary for me,” says Perchikova. - We have a colony in Idritsa, and in Sosnovy Bor there is a settlement for prisoners. After this warning, my daughter is afraid to leave the house. ”

Perchikova said that at the same time employees of her hospital began to write complaints about her to the name of the head doctor. One of these complaints is at the disposal of "Medusa": «Perchikova, the nurse of the emergency room, does not cope with her personal duties (does not change the linen after the sick, leaves dirt after her shift, arranges video filming). Please take action. ”

According to Perchikova, the colleagues also explained their behavior by saying that her daughter decided to ask the president for help: “It's hard for everyone here, not just you, why ask for something?”.

13 March Elena Perchikova resigned. In the reception of the head doctor of her hospital “Meduze” refused to comment on the dismissal of a nurse.

Sergey Tomsino, a resident (he asked not to give his last name), agreed to tell Meduz about what was happening in the village.

“This Lenka tells journalists what he gets in the hospital for changing 5600 a month,” he explains. - So what? My wife gets the same amount, but something we do not send a tractor and laptops as a gift because of this. And this one has the audacity to ask for something. ”

“Okay, you were given something - so you need to be a man, share with your neighbors! - Sergey continues. - Do you need this money alone? Imagines himself to know that! We all live hard now. ”

According to Sergey, the fellow villagers did the right thing, putting the Perchikovs in place. “Her daughter was offended,” he says. “And they offended me a little, which means that she hasn’t left with Monatki so far.”

Another resident Olga Tomsino told Medusa that she was not personally acquainted with the Perchikovs, but she knows from her daughter that “Tasha is still an upstart and taught her the right thing.”

According to Elena Perchikova, there are people who support them with their daughter - including one of the parents of former Tashi classmates. All of them, she said, live in Sebezh, not in Tomsino itself.

Now Elena Perchikova is looking for a house in the Pskov region to urgently move there and transport her daughter. She found an old dilapidated house, the rent of which amounts to four thousand rubles a month, but the owner asks to make an advance payment immediately after six months. The family has no such money. Meanwhile, according to Perchikova, the neighbors, meeting her on the street or in the store, continue to threaten her and Tase.
