Notary on the go: how to invite a Russian-speaking notary to your home in the USA

As a rule, a reason is needed to perform notarial acts outside a notary office. Usually, a notary goes to non-transportable and low-mobility persons who cannot visit a notary office on their own due to age, health condition, or physical ailments.
The most common documents issued on departure are:
- evidence of the fact of being alive;
- powers of attorney to receive a pension;
- copies of passports;
- certificates of previously issued passports.
These documents are usually required by pensioners who, while living abroad, continue to receive their pensions in their home country. For example, issuing a certificate of survival is necessary to confirm that the pensioner is alive and has the right to receive a pension. Failure to provide or untimely sending of a certificate of survival to the Pension Fund may result in the termination of pension payments.
Drawing up powers of attorney is necessary for various purposes, but in the context of a notary's home visit, powers of attorney are most often drawn up to receive a pension. This is necessary so that your trusted persons who remain in their home country have the opportunity to receive your pension for you.
Notarized copies of passports are issued in almost every case. This is necessary so that the Pension Fund can verify that the pensioner has a valid passport, i.e. to confirm his right to receive a pension.
Certificates of previously issued passports have been required not so long ago. These certificates link the documents on the basis of which the pension was originally issued with the documents that the pensioner has on hand.
There are other documents, but less frequently. For example, powers of attorney for real estate transactions, spousal consent for the sale or gift of an apartment, a will, consent for a child to travel abroad, and even a marriage contract. However, for elderly people, the most pressing task is to receive a pension, so the most frequently asked questions concern documents for the Social and Pension Insurance Fund and Sberbank of Russia.
Anyone can request a notary to come to their home in the interests of a pensioner - usually, these are the pensioner's adult children. They do not need special powers for this, but they must clearly explain the situation, provide the necessary documents, pay for the services and agree on the visit.
Each notary has the right to perform notarial acts only within the notarial district in which his license is valid. A notary can go to a client both on the next street and in a distant town within the validity of his license.

A notarial act performed at home/in a hospital/nursing home has the same legal force and reliability as an act certified in a notary's office. Documents executed at home will be apostilled in the same way and delivered to Russia at the destination: be it your authorized representative or a territorial division of the pension fund.
