The bill of the House of Representatives focuses on creating safer living conditions for unaccompanied illegal children and providing them with access to legal services they may need. At the same time, some Republicans insist that the crisis on the border has developed because of the policy pursued by former US President Barack Obama (representative of the Democratic Party).

Last week, John Sanders, chief executive officer of the customs and border control, told the Associated Press that the children in charge of the agency are dying because of overcrowded detention facilities. According to him, border patrol stations currently contain about 15 000 immigrants, which is more than three times their maximum capacity in 4000 people, creating dangerous conditions for migrants.

Alex Azar, head of the Department of Health and Human Services, urged Congress to take additional measures to address the problem of overcrowding and depletion of funding.

“Tens of thousands of migrants at the border, many of them children, live in dire need. And with border agencies operating beyond their capacity and on the brink of running out of funds, they cannot allow Congress or the administration to play games with humanitarian assistance,” said House Appropriations Committee Chairwoman Nita Lowey.

“That's why this bill is so important. This would provide the necessary funds to fund urgent humanitarian needs, including food, diapers and blankets. This will provide strict guarantees that funds will be used only for humanitarian needs and nothing else. And it would protect the human rights and dignity of migrants, including by strengthening protections and standards of care for unaccompanied children. I urge the Senate and the President to move this bill forward as quickly as possible. We must provide immediate assistance,” she added.

The draft law focuses entirely on the provision of humanitarian assistance at the border and does not provide for financing the construction of the wall. It involves the allocation of 934,5 million dollars to provide immigrants with food, water, hygiene items, blankets, medical services and transportation.

The bill also provides for the allocation of 866 million dollars to improve living conditions for unaccompanied minor illegal immigrants and proposes to limit the stay of a child in a shelter for a period of 90 days. The rest of the funding will be directed to additional legal services.
