Violence, rats and bullying: terrible violations were found in a home for people with disabilities in Florida

But even with such an observation, terrible violence still occurs in the institution, writes Miami Herald.

One of his tenants was raped by a man whose disorder was known, and who therefore had to be kept under constant surveillance. Rape of another tenant took place in front of the guardian, but he decided not to take any action.

In addition, one of the center's residents was locked in a bathroom for four hours and tortured by staff. Another resident suffered serious burns after a carer poured boiling water on him - the water scalded the victim's head, shoulder, back and arm. One center resident died after staff failed to stop him as he banged his head against the wall and floor as hard as he could.

Many incidents are documented in an administrative complaint, the authors of which are asking to revoke the license. Carlton Palms Educational Center, citing perennial abuse and neglect of his duties as his employees.

A representative of the Agency for the Protection of Persons with Disabilities (APD) said that the agency has been following this center for several years and intends to close it “as soon as possible.”

Two years ago, the APD and the management company of the home for disabled persons agreed to close Carlton palms By March 2019 of the year. This decision was reached after one of the guardians was videotaped while he was pushing and hitting the center tenant.

Since then, 52 tenant has been taken out of Carlton palms to other specialized houses. And at work Carlton palms started to watch closely, but the abuse there continues.

In the past six months, the police have been sent to the 13 facility once.

In September, 2017 was found outside the center by its tenant, who, for his own safety and the safety of others, was to be kept under constant supervision. It turned out that the staff did not turn on a special alarm on the door of his room, which allowed him to go out unnoticed.

9 November 2017, the tenant of the center received significant injuries to the head and arm after the guardian Carlton palms he pushed him from behind and he fell, as a result of which he received significant injuries and he was even stitched.

Moreover, in the center of this person got hooked a neighbor, which is completely prohibited in cases where a person is aggressive, because his neighbor is automatically at risk of attack.

In addition to bullying, other violations were also recorded in the center; in May 2017, rats were found in the building. This is especially dangerous in such institutions, whose residents already have serious medical problems and weakened immunity.

One of the most painful incidents occurred on 9 on June 2017, when two employees mocked and humiliated a center tenant, kept him or her (the floor of the victim not listed) naked in a locked toilet for four hours and threatened to kill him, as they said “Was disgusting and needed death”.

At some point, one of the guardians entered the toilet, where the tenant was locked, and closed the door behind him. Witnesses in the corridor heard the sounds of blows and the cries of that person.

In April, 2018, it became known that one of the tenants bit off a piece of the nose of the other, and the guardians did not take action to protect the victim.

The Disability Agency has been trying to close for several years now. Carlton palmsBut the inability to find alternative homes for the disabled and funding for the construction of new ones lead to a delay in this process.

But this failure leads not only to rape and bullying, but also to death.

In March, 2018, 26-year-old William James Lamson, who was to be under by constant surveillance, he died after several times he deliberately hit the furniture and walls in his room, and the guardians did not even try to stop him.
