The US Treasury imposed sanctions against Kadyrov and four other Russians
The head of Chechnya, Ramzan Kadyrov, came under US sanctions as part of the Magnitsky Act. Besides him, the head of the Argun department of internal affairs is also indicated on the department website. According to the newspaper Novaya Gazeta, he was involved in the torture of gays in the republic, about which this year узнал the whole world.
In addition to Kadyrov, there are four Russians in the sanctions list: Ayub Kataev, Julia Mayorova, Andrey Pavlov and Alexey Sheshenya. This information is posted on Online US Treasury Department.
Ayub Kataev is the head of the Argun department of internal affairs. In April, 2017, Novaya Gazeta, wrote that he was involved in the torture of gays in a “secret prison”. Kataev denies any involvement.
Spouses Julia Mayorova and Andrei Pavlov entered the so-called “Magnitsky list”, which until his death was made by a lawyer Hermitage Capital Sergey Magnitsky. He argued that these people were involved in the embezzlement of the Russian budget, namely, they were involved in the legal affairs of those involved in the embezzlement. Three years ago, sanctions were imposed on them in the European Union.
Lawyer Sergei Magnitsky led the department of taxes in the company Firestone duncanthat provided legal services, including to the fund Hermitage Capital. Magnitsky died in the Russian Sailor Silence Detention Center 16 on November 2009 of the year, without waiting for the trial. He was accused of illegally returning an allegedly overpaid income tax in 2006 year. According to investigators, a lawyer, along with five other defendants, stole billion rubles from the budget of 5,4.
In the fund Hermitage Capital claim that Sergei Magnitsky revealed the multi-billion dollar embezzlement scheme from the Russian budget. Shortly before his arrest, Magnitsky accused a group of police officials and tax inspectors that they had stolen 5,4 billion rubles from the state budget with the help of stolen documents of several companies by refund of value added tax.
The death of a lawyer in the detention center led to the adoption of the “Magnitsky list” in 2012, where the US included people involved in the arrest and death of Magnitsky, and, according to the US, responsible for torture and human rights violations.
An analogue of the “Magnitsky law” was subsequently adopted in Great Britain, Canada, and Lithuania.
