For two days in a row, the Russian emergency services worked in emergency mode, checking the barrage of calls with threats of terrorist attacks in the most diverse cities of the country. This attack can be safely called the largest in recent years - and about why it was arranged, there are several key versions. Information about objects allegedly mined in the capital began to flow en masse to emergency personnel after 15: 00 13 September. Unknown for the most part threatened with explosions in the largest shopping centers of Moscow, including Afimall City, Metropolis, Gorod, GUM, Festival, Warsaw and Kozhevniki.

Also, people had to be evacuated from the Cosmos and Zvezdnaya hotels at the VDNKh, the Azimut Hotel on Olympic Avenue and the building of the First Sechenov Moscow Medical University on Malaya Trubetskaya Street. In addition, unknown persons reported that explosions could occur at Kiev and Kazan stations, but there was no evacuation there. Finally, the attackers decided to “mine” Red Square.

A law enforcement source told Lente.ru that, according to preliminary data, calls were made using Internet telephony services at different times and from different places. According to him, what happened in Moscow may be a reaction to a large number of publications about the wave of telephone terrorism that swept across Russia the day before.

Great maneuvers

The squall of phone threats began on September 12: then a wave of calls with messages about mined objects covered a dozen or so cities in Russia - including Vladivostok, Chelyabinsk, Krasnoyarsk, Norilsk, Yekaterinburg, Perm, Stavropol, Bryansk, Omsk and Novosibirsk. As a result, employees of emergency services evacuated schools and universities, shopping centers, office buildings, as well as various transportation facilities. The terrorists at first avoided Moscow: if an average of 10-15 calls were made in the capital with threats, then last Tuesday (as of 15: 00) - not one.

On Wednesday, telephone terrorists continued their attacks. Thus, in Chita, employees of the administration of the Trans-Baikal Territory were evacuated because of a call to mine the building. According to local media, calls for mining were received in three Chita shopping centers: “Novositi”, “Fortuna” and “City of Masters”. In Saratov, according to RIA Novosti, the local administration building, which also houses the city duma, was evacuated in alarm. In Yakutsk, people were taken out of the buildings of the city administration and the airport. According to Interfax sources, people were also evacuated from the airports of Blagoveshchensk, Petropavlovsk-Kamchatsky and Chita.

There is no unequivocal answer about what is behind the unprecedented activity of telephone terrorists. However, there are some versions.

However, Sergei Goncharov, president of the International Association of Veterans of the Alfa anti-terror unit, told Lenta.ru that, in his opinion, this explanation of what is happening sounds unconvincing.

“Intelligence agencies do not practice anonymous reports of impending terrorist attacks, all information about the exercises is officially published and broadcast in the media,” said the expert.

Ukrainian trail

According to another version, there are telephone terrorists, and, possibly, from abroad. In particular, a source in law enforcement agencies told RIA Novosti that, according to preliminary data, traces lead to Ukraine.

“There is operational information confirming that calls come from the territory of Ukraine,” he said.

“Calls with warnings about mining came to the police’s telephones, and they called from abroad,” the publication noted. Znak.ru, with reference to their own unofficial sources.

The press service of the macro-regional branch "Ural" of the company "Rostelecom" told TASS that calls for mining schools in Perm came from an international virtual operator providing services through the infrastructure of another operator. In which country (or countries) he works, they did not specify at Rostelecom. The information that unknown persons for calls with threats used IP-telephony was also confirmed in the press service of the Department of the Ministry of Internal Affairs for the Chelyabinsk Region.

“Many, including me, are inclined to believe that these calls are the consequences of the victories that Russia, along with the troops of Assad, won in Syria. In all likelihood, the international terrorist organization “Islamic State” (IG), banned in Russia, has serious human resources, there are a lot of people involved in cyber attacks. Therefore, a wave of telephone terrorism may well be their idea, the purpose of which is to scare Russians, ”the expert explains.

Dissatisfied with the election

According to the source "Lenti.ru," familiar with the situation, the increase in the number of false reports about the bombs being planted may be associated with the elections that took place on the eve of September 10.

“Some people express their dissatisfaction in this way - simply out of a desire to annoy the authorities. Sometimes one encounters a similar reaction when someone considers himself deceived. Well, for example, the case is known: in one of the districts of Moscow, a long conflict of local residents and the developer developed. So, every significant stage of this conflict (as a rule, the refusal of the authorities to revise plans and stop building) was necessarily accompanied by threats of an explosion at the nearest metro station and railway platform. These messages came with an enviable constancy the next day after residents received another refusal, ”he said.

Lev Gudkov, director of the sociological “Levada Center”, agrees that the time for the start of telephone attacks was chosen by chance.

“I would not connect this activity directly with the elections, I did not consider it as a protest demonstration. It is just a convenient reason: during the elections there is a special tension in the structures of power, the administrations are concerned that no emergency, excesses and so on would arise. Demonstratively annoying, tugging, teasing the authorities - this, I think, is the point of such an action, ”he says.

The sociologist stresses that he sees the meaning of the action not in intimidating the people, since there are no immediate threats and information that the calls were really accompanied by any danger to the lives of people. The actions of hooligans, in his opinion, are aimed mainly at the political forces of the country.

In the history of massive telephone attacks, it is noteworthy that the text, which is broadcast unknown to emergency services, as if written for a carbon copy. Thus, the broadcasting company "Bashkortostan" 11 September released a transcript of one of the calls with threats. Later similar posts were published by other media. At the same time, it is unclear whether this is about different calls or the same audio recording. Whatever it was, in all audio clips a male voice monotonously repeats like memorized words.

Lenta.ru asked the experts to analyze the record fragment and characterize the caller: approximate age, origin, character traits. After all, the voice can say a lot about a person.

According to the psychologist of the Center for the conduct of forensic examinations and research "Forensic Expert" Tatiana Chistyakova, the alleged offender has a strong character, he is calm, confident, and probably loves to dominate others.

“He speaks confidently, without unnecessary emotions, having thought through the situation beforehand. Judging by the intonation oscillations, it seems that a person repeated the same thing several times and already a little breaks down, ”Chistyakova notes.

Phonoscopist and center linguist Sergey Shumov, after listening to the recording, concluded that he had called from 18 to 35 years. Most likely, Russian. Literate, pronunciation corresponds to the normative, accent (in particular, Ukrainian), or there are no dialect signs.

“From the point of view of linguistics, the pace of speech is slow. It seems to be a memorized speech: he speaks at about the same pace, but there are pauses, elements of recitation between the words, ”says Shumov.

“At 37, when the caller repeats the message, he says:“ This is not a training session. ” The phrase is not settled, there can be anxiety, as it was said in the first case, but not training, ”emphasizes Shumov.

According to the expert, the caller could have known the rules for the transmission of telephone messages, since he crushed the sentences into parts, spoke distinctly, with unusual turns for conversational speech (“How did you understand me?”). Such speeds, by the way, are often found in the professional speech of law enforcement officers: “How did you understand? Reception.

And here you can again return to conspiracy. Perhaps this will be just a coincidence. But what if in the very near future another initiative emerges with the requirement to introduce additional restrictions, control and regulation in the field of telecommunications? A surge of telephone terrorism, the authors of the initiative will be served as a result of the insufficiency of existing measures.
