How can individuals aged 14 to 18 renounce Russian citizenship if they hold a US passport?

A child's renunciation of Russian citizenship is carried out upon the application of one of the parents who is a citizen of Russia, if the child renounces citizenship at the same time as this parent.

To do this, the following documents are submitted to the consulate/diplomatic mission of the Russian Federation abroad:

1. A completed application of the established form in two copies (you must register on the website of the Russian Ministry of Foreign Affairs).
2. Duly certified consent of the second parent for the child to renounce Russian citizenship, together with the parent-applicant.
3. A duly certified consent of a child between the ages of 14 and 18 to renounce Russian citizenship.
4. Russian passport of the parent-applicant.
5. The child's Russian passport. This can be either a domestic (if available) or international passport.
6. Russian passport of the parent who consents to the child's renunciation of Russian citizenship.
7. A child's birth certificate, which must be apostilled and duly translated into Russian if the child was born outside the Russian Federation, in particular in the United States.
8. US passport of the applicant parent.
9. Child's American passport.
10. A certificate from the tax authority of the Russian Federation confirming the absence of tax arrears in respect of the parent-applicant.
11. A certificate from the tax authority of the Russian Federation confirming the absence of tax arrears in respect of a minor between the ages of 14 and 18.
12. A certificate from the bailiff service confirming the absence of pending enforcement proceedings.
13. A certificate from the bailiff service confirming the absence of pending enforcement proceedings.
14. Documents confirming the existence of legal grounds for exemption from military service for the applicant, if the applicant is a father under 30 years of age. For minors between the ages of 14 and 18, such a document is not required.
15. Three passport-size photographs of the child.
16. Receipt for payment of fees, in particular consular fees, and reimbursement of actual expenses.

It's important to remember that all documents submitted to the Russian diplomatic mission must comply with Russian law. Specifically, expired Russian passports will not be accepted for processing. Therefore, you must first resolve the issue with your passport (any type of passport, whether domestic or international), and then contact the consulate.

Please also note that the agency will not accept copies of documents without the originals, even if they are notarized. Documents issued by authorized bodies of foreign states must be legalized with an apostille, and their translations must be certified in accordance with Russian notary legislation. Translations of foreign documents certified by local (American) notaries will not be accepted, as such translations are not considered legitimate and proper under Russian law.

The application is considered accepted for consideration only from the date of submission of all required documents.

Renunciation of Russian citizenship is not permitted if:

1. The citizen has an outstanding obligation to the Russian Federation regarding the payment of duties, taxes, fees, fines, etc.
2. Enforcement proceedings are being carried out against the applicant on the territory of the Russian Federation.
3. The citizen has been charged by the competent authorities of the Russian Federation in a criminal case or there is a guilty verdict against him that has entered into legal force and is subject to execution.
4. A citizen of the Russian Federation does not have any other citizenship or guarantees of acquiring it.

The above-mentioned grounds for denial of Russian citizenship apply equally to minors aged 14 to 18, as adolescents of this age lack full legal capacity (they create corresponding rights and obligations for themselves through their actions, and bear corresponding civil and even criminal liability). The FSB of Russia and its regional offices conduct background checks on individuals aged 14 and over, based on the documents and materials submitted, as well as information contained in their applications, and issue appropriate conclusions.

The period for verification to confirm the presence or absence of grounds, compliance with the requirements and conditions for renunciation of Russian citizenship, must not exceed two months from the date of acceptance of the relevant application for consideration in the established manner.

A decision on an application submitted to a consular office of the Russian Federation must be made no later than six months from the date of acceptance of such application for consideration.

A decision to terminate the Russian citizenship of a child adopted by foreign citizens is made upon the submission of a written position from the guardianship and trusteeship authority on the child's rights and legitimate interests affected by such a decision, prepared based on documents and information contained in the child's personal file. Upon receiving the request, the guardianship and trusteeship authority reviews it within five business days, formulates its position, and prepares it in triplicate. If the child resides outside the Russian Federation, the functions of the guardianship and trusteeship authority are performed by a consular office abroad. In its conclusion, the Russian Ministry of Foreign Affairs includes information that allows for an assessment of whether the child's rights and legitimate interests are respected in the event of a decision to terminate Russian citizenship.

Conclusions of the authorities handling Russian citizenship matters are prepared according to the form approved by the Russian Ministry of Foreign Affairs. The conclusion on the application includes information about the applicant and their relatives, based on the information contained in the documents submitted by the applicant and the results of relevant checks. It also assesses the reasons for changing citizenship, presents a reasoned opinion on the merits of the application, and specifies the applicable legal provision. The conclusion is approved by the head of the authority handling Russian citizenship matters.

Decisions to reject applications are made by the authorities handling Russian citizenship matters, taking into account the results of the conducted investigations, as well as the position of the authority whose approval is required to make a decision on Russian citizenship. Decisions on Russian citizenship matters are made on a case-by-case basis, except in cases where a child's citizenship change application is submitted simultaneously with a parent's application.
