As in the USSR: Russian scientists have limited contacts with foreign colleagues

The Ministry of Education and Science of Russia issued an order according to which Russian scientists are limited in interaction with their foreign colleagues. This order is compared with the restrictions that were in force in the Soviet Union. Writes about it Present Tense.

What prohibitions and restrictions does the document introduce:

• Russian scientific organizations will have to notify the Ministry in five days of a meeting with foreign colleagues by providing a list of participants;
• if the scientist wants to meet with a foreign colleague outside of working hours, he must obtain permission from the head;
• after such a meeting, it is required to draw up a report on it and attach copies of the participants' passports;
• if the meeting takes place in a Russian scientific organization, at least two scientists from Russia should be present at it;
• foreigners, when visiting Russian scientific organizations, can use “information recording and copying devices” only in those cases provided for by international treaties of Russia.

The head of the Russian Ministry of Education and Science, Mikhail Kotyukov, said that “there is no talk of any tightening in this document” and the order supposedly only “aims to systematize work on international projects.”

“This is a systematization of work on international projects. It's about notifying us in advance so that we can see the database and the contact database. Because the ministry is a party to a large number of intergovernmental agreements, and we need to understand what meetings are taking place within the framework of these agreements in the country. For example, where we are fine with the level of contacts, where we are not making progress, and we need additional impetus and signals so that joint programs and projects develop more dynamically and actively,” Kotyukov said.

Vice-President of the Russian Academy of Sciences (RAN) Alexey Khokhlov, for his part, stated that the order “contradicts the goals of the national projects “Science” and “Education”, according to which Russia should become attractive for the work of foreign scientists and for students from other countries.”

He recalled that the national project “Education” assumes that the number of foreign students in Russian universities should increase to 435 thousand, and at least 15 thousand foreign citizens should study in summer and winter schools every year. But the order makes these figures unattainable: “It turns out, in the words of the President of the Russian Federation (Vladimir Putin) from his inaugural speech, “dense security and bureaucratic carrion,” noted the vice-president of the Russian Academy of Sciences.

The Kremlin has not yet seen the order, but has already stated that these instructions “look like overkill.” Press Secretary of the Russian President Dmitry Peskov expressed his opinion regarding the document, writes Meduza.

“Of course, we need to exercise a certain vigilance, because foreign intelligence services, of course, are not asleep. Let's just say that scientific and industrial espionage has not been canceled. It takes place 24 hours a day, seven days a week and is aimed against our scientists, especially young scientists and so on. But this does not mean that we should chain ourselves to some rules that will ultimately lead to nothing good,” Peskov said.
