How to find out that you will not be allowed abroad from Russia

Who is not allowed abroad

Under Article 67 of the Law “On Temporary Restriction on Debtor Departure from the Russian Federation”, people with debt on loans, utility bills, taxes and road fines in excess of 30 thousand rubles are not allowed abroad. If we are talking about alimony or compensation for harm, the threshold is reduced to 10 thousand rubles.

The bailiff makes a temporary restriction on exit on the basis of a judicial act that has entered into force. That is, debts for which there is no court decision will not interfere with travel abroad.

The bailiffs must remove the restriction on leaving within a day after payment of the debt. Now FSSP is starting to use an automatic system, which shortens this period to 23 minutes. That is, in theory, a citizen who finds himself not allowed to travel abroad at passport control can go to the FSSP machine that is standing next to him, pay his debts and catch a flight. 1. Go to a special section Site FSSP.

Possible debts can be paid using online banking, e-wallets, an ATM or a mobile payment terminal.

You can find out if there is a restriction on departure, whether money has arrived and when your name is removed from the database, you can contact your local FSSP office. What are border guards entitled to?

The border passes in two stages: first, you will be met by Federal Customs Service (FCS) officers who will check your baggage and issue declarations for the export of valuables, if any; then, border guards (FSB units), who check a passport and generally have almost unlimited powers.

Customs officers may conduct an inspection (check the bags, but not open the goods that you carry), inspection (packaging will be opened here), personal inspection (the decision of this is made by the head of the customs point, if there is reason to believe that you are breaking the law; they must notify you in writing) and even detain you if the customs officers consider that you have committed an offense. ”

How to prepare for the trip

You may not be let out of Russia, if you have access to state secrets, you are working in special services or the Armed Forces of the Russian Federation, you have debts or outstanding criminal record.

What to do if problems start

If something is wrong, most likely you will know about it only at the border. Possible options: the court forbade you to leave because of debts, you got into the database of the Ministry of Internal Affairs "Search-highway", your passport can be imperceptibly ruined at the border, after which you cannot go through it. The last two points are more concerned with activists, human rights defenders, journalists, lawyers - in general, those whom the FSB for some reason does not want to let out of the country.

If you are detained at the border, try to inform a lawyer, relatives, friends about what is happening. If a lawyer, as is often the case, no, let his relatives find him quickly. If everything happens at the airport, it is likely that you will be detained in a sterile area, where no lawyer or relatives will be allowed to go.

In this case, it remains only to wait: notify your relatives in advance that in such a situation they should make a fuss, write to journalists. In any case, behave within the law, keep documents and things (especially during the search) in sight, think what and why you are responding to border guards, fix all violations.
