How to get a certificate of return to Russia, if you have lived in the US for many years

People are thrown from their homes for various reasons: some - having decided to voluntarily change the city registration to a “house in the village”, others - under the pressure of circumstances. Russians who have lived in the United States for many years will need a special certificate to return to Russia.

According to The Embassy of the Russian Federation in the USA, a temporary document certifying the identity of a citizen of the Russian Federation and giving him the right to enter (return) to the Russian Federation, applicants for obtaining a Certificate of Return to the Russian Federation are:

1) a citizen of the Russian Federation who has lost outside the territory of the Russian Federation an identification document of a citizen of the Russian Federation outside the territory of the Russian Federation, including one containing an electronic storage medium (hereinafter referred to as a passport (diplomatic passport, service passport));

2) a citizen of the Russian Federation whose expired passport (diplomatic passport, service passport) expired or passport (diplomatic passport, service passport) has become unsuitable for use outside the territory of the Russian Federation;

3) a citizen of the Russian Federation living outside the territory of the Russian Federation, who has been denied registration (issuance) of a passport (diplomatic passport, service passport) if there are grounds for temporary restriction of his right to leave the Russian Federation, provided for in Article 15 of the Federal Law of August 15 1996 N 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation”;

4) a stateless person permanently residing in the Russian Federation, as well as a person recognized as a refugee in accordance with the procedure established by the Federal Law on Refugees, who has lost a document certifying his status outside the territory of the Russian Federation, for which the said document has expired or such became unusable.

The certificate is a temporary document certifying the identity of a citizen of Russia and giving him the right only to enter (return) to the Russian Federation.

A “Certificate of Return to Russia” is issued exclusively upon personal application from citizens to return to Russia. Sets of documents received from 3 parties, including lawyers, will not be considered. The certificate is issued the next day after submitting the established package of documents to the consular department.

To obtain a return certificate, you must personally submit to the consular department the following documents:

1. Valid internal passport of a citizen of Russia;

In case of his absence, it is necessary to go through the procedure of confirming the identity and Russian citizenship of the applicant by sending a relevant request to the bodies of the Federal Migration Service of the Russian Federation or submit written statements from at least two citizens of the Russian Federation confirming the identity of the applicant and his Russian citizenship, personally submitted with their surname, first name, patronymic, date of birth, place of residence (stay I), the actual data of the document certifying the identity of a citizen of the Russian Federation. These written statements do not allow the correction of errors by strikethrough or by using corrective means;

2. An application for the issuance of a Certificate of the established form is filled out online on the website http://reentry.kdmid.ru/, or in printed form or by hand (application form) and printed on one sheet on both sides. Filled out completely, in Russian in block letters, without gaps, all items indicating dates (day, month, year). In clause 13 - full name, address and telephone number of a relative in Russia, in clause 16 - address and telephone number in the USA in Russian. Correcting errors by crossing out or using corrective means is not allowed. To save time, please come with completed questionnaires ;

3. Two photos of the format 3.5 x 4.5 cm on a light background.

To issue a certificate, children up to 18 must submit the following documents:

1. An application for the issuance of START in the established form is filled out by one of the parents online on the website http://reentry.kdmid.ru/, or in printed form or by hand (application form). Applications include the child's personal information; In the information about the legal representative, the data of one of the parents is entered. Filled out completely, in Russian in block letters, without gaps, all items indicating dates (day, month, year). In clause 13 - full name, address and telephone number of a relative in Russia, in clause 16 - address and telephone number in the USA in Russian. Correcting errors by crossing out or using corrective means is not allowed. To save time, please come with completed questionnaires;

2. The original original passport of the parent is attached to the application;

3. The birth certificate of the child is the original, with an insert or the presence of a stamp about the citizenship of the Russian Federation (from 14 years, the internal passport of a citizen of Russia);

4. Two photos of the child and two photos of the parent format 3.5 x 4.5 cm on a light background.

Pay attention to parents:

The main document confirming that the child has before the 14 years of citizenship of the Russian Federation is a birth certificate:

- with the information contained in it certifying that the child has citizenship of the Russian Federation, provided for in subparagraphs “c” and “e” of paragraph 1 of Decree of the President of the Russian Federation of April 13, 2011 N 444 “On additional measures to ensure the rights and protection of the interests of minor citizens Russian Federation" (hereinafter referred to as the Decree);

- with the attachment of one of the documents (and its copy) certifying that the child has citizenship of the Russian Federation, provided for in subparagraphs “a”, “b”, “d” and “e” of paragraph 1 of the Decree.

For children older than 14 years who do not have a valid Russian internal passport, it is also necessary to go through the procedure of confirming identity and Russian citizenship by sending an appropriate request to the authorities of the Federal Migration Service of the Russian Federation.

If your children were born in the United States, they issued Russian citizenship to one of the consular overseas agencies in the host country, and they have never been documented by a Russian passport, then if you need to enter Russia, you should apply for a passport for your child and not a Certificate of Return in Russia.

When returning to Russia, the certificate must be handed over to the authority that issued the passport within three days. In this case, a new passport is issued at the place of permanent residence of a citizen in the Russian Federation.

The return certificate is issued free of charge, not earlier than one week before the departure date and is valid 15 days from the date of issue.
