Hurricane Francine hits Louisiana, causing dangerous storm surges, strong winds, power outages

Power outages were reported across Louisiana and are likely to continue as Francine moves north into southeastern Louisiana, Mississippi and Alabama.
A state of emergency has been declared due to flash flooding in parts of the New Orleans metropolitan area, where up to a centimeter of rain fell in just nine minutes and up to 9 centimeters in three hours as the rain continued. The flooding could pose life-threatening risks.
Louisiana officials urged residents to remain indoors until rescuers can safely reach them if needed. Conditions created by Francine have brought the threat of tornadoes and severe thunderstorms that are expected to last through the morning of Sept. 13.
In addition to the power outages, airlines have canceled flights out of Louis Armstrong New Orleans International Airport through the morning of Sept. 12.
Some parishes imposed a mandatory curfew from September 11 until sunrise on September 12.
Ahead of Francine's arrival, President Joe Biden approved a state of emergency in the swamp state.
“An effective response is beyond the capabilities of state and local governments,” said Louisiana Gov. Jeff Landry. “We need federal assistance to save lives and property.”
Francine is expected to gradually move its center across southeastern Louisiana and southwestern and central Mississippi before turning north on Sept. 12, according to the NHC. The center of the hurricane will remain well inland, but the storm's impacts could extend hundreds of miles.
Severe weather warnings extend north to southern Missouri and east to Tennessee.
Eight hurricanes, including Francine, have hit Louisiana since 2000.

Francine became a hurricane on September 10, marking the peak of the 2024 hurricane season. It was the third to make landfall in the continental United States this season. Hurricane Beryl made landfall in Matagorda, Texas, on July 8 as a Category 1 cyclone. About a month later, Debbie strengthened to a Category 1 before making landfall near Steinhatchee, Florida, on August 5.
