The State Duma tentatively supported the idea of ​​recognizing the independence of the 'DNR' and 'LNR': it was proposed to Putin to make a final decision

The State Duma voted for an immediate appeal to Russian President Vladimir Putin with a request to consider the need to recognize the self-proclaimed “DPR” and “LPR”, choosing not the option of “United Russia”, introduced the day before, but the more rigid draft of the Communist Party of the Russian Federation, proposed back in January against the backdrop of a sharp worsening crisis around Ukraine, reports with the BBC.

The United Russia version stipulated that the appeal would not be addressed directly to Putin—it was planned to be sent for additional consultations to the Russian Foreign Ministry.

Both options were discussed for over an hour. The Communists offered not to shift responsibility to the Foreign Ministry and to help Putin in a diplomatic confrontation with the West (the broadcast was conducted on the website of the State Duma). With all due respect to Minister Sergei Lavrov and other employees of the ministry, the deputies themselves can decide on the need to put such a question before Putin, followed from the logic of the Communist Party.

Then two draft applications for recognition of the “DPR” and “LPR” were put to a rating vote. And unexpectedly, the communist project received more votes in favor - 351 versus 310.

After such a vote, the leader of A Just Russia thanked the deputies of United Russia, who voted not for their party’s project, but for the version of the Communist Party of the Russian Federation.

The vote in the Duma came at a time when Lavrov and Defense Minister Sergei Shoigu were making statements about the need for diplomacy and the partial completion of the exercises, which was perceived by experts and markets as a signal to soften the geopolitical situation.

The ruble and shares reacted negatively to the fact that the State Duma voted for the application to recognize the “DPR” and “LPR,” Interfax reports.

What are the differences?

On February 14, United Russia submitted a draft resolution to the State Duma for consideration, which proposes sending an appeal on the need to recognize the “DPR” and “LPR” as independent states. A similar project was submitted to the State Duma by the Communist Party faction in January. The authors of the draft appeal for United Russia were deputies Viktor Vodolatsky and Artem Turov.

State Duma Speaker Vyacheslav Volodin said the day before that at the plenary meeting both projects would be discussed on an alternative basis. “The option that gets the most votes during the rating voting will be accepted,” Volodin wrote in his Telegram channel.

After the vote, he said that the appeal to Putin would be “signed immediately” and sent to the head of state.

The document of the Communist Party of the Russian Federation provided for the immediate sending of an appeal to the president on the need to recognize the self-proclaimed “LPR” and “DPR”, and the United Russia project provides for consultations with the Ministry of Foreign Affairs.

“This is a deferred decision, like a sword of Damocles that can fall and land at any moment,” political scientist Alexei Makarkin assessed the United Russia project. “The communists have everything there quickly, unambiguously, and rigidly, but here there is a more complex structure that leaves room for different options and for maneuver by the authorities.”

Political scientist Mikhail Vinogradov suggested that the choice of the hard option of the Communist Party of the Russian Federation can be explained as follows: “If the Russian authorities are in the mood to quietly announce the recognition of the “DPR” and “LPR” in exchange for de-escalation, then the Russian authorities have received a reason for this. If this is not yet practical, then the Duma’s proposal can be safely ignored.”

What do communists offer?

Deputies from the Communist Party of the Russian Federation submitted to the State Duma their draft resolution on the issue of recognizing the “LPR” and “DPR” on January 19. It proposes to appeal to the president with a request to consider the issue of Russia’s recognition of the “LPR” and “DPR” as independent, sovereign and independent states.”

According to the communists, Russia’s recognition of the independence of the “LPR” and “DPR” will be “reasonable and morally justified” and will create grounds for their protection from external threats.

“They recognized South Ossetia - no one shoots, they recognized Abkhazia - no one shoots, they recognized Transnistria - no one shoots. Therefore, the decision is normal,” commented the leader of the Communist Party of the Russian Federation Gennady Zyuganov on the project.

On January 21, Volodin announced that the State Duma was ready to discuss the initiative introduced by the communists. On February 11, the speaker announced the completion of consultations on the draft with the factions.
