Ex-CIA analyst: Putin warned Bush Jr. of the September 11 attack

Russian President Vladimir Putin two days before the September 11 attacks of September 2001 in New York and Washington called his American counterpart, George W. Bush, to warn of the threat.

This is described in his new book by an American political scientist and diplomat, vice president of the Washington Center for National Interest George Bibi. In the past, he was the CIA chief analyst for Russia, and also served as adviser to US Vice President Richard Cheney for Russia, Eurasia, and intelligence.

“Two days before the attacks, Putin called President Bush to warn that Russian intelligence had revealed signs of an impending terrorist campaign,“ something long prepared ”and emanating from Afghanistan. Then, on the very day of September 11, Putin was the first among foreign leaders to call the White House to express sympathy and support, ”Bibi wrote.

On 10 of September 2001, the Kremlin posted information on the telephone conversation between Putin and Bush Jr., but it was noted that it took place on the initiative of the American side.

According to the report, the leaders discussed preparations for the upcoming personal meeting on the sidelines of the Asia-Pacific Economic Cooperation (APEC) organization summit in Shanghai.

“Satisfaction was expressed with the dynamics of the development of bilateral relations, as well as with the intensity of contacts at various levels in the military-political, economic and other areas of cooperation,” the text said.

The presidents' next conversation took place immediately after the events of September 11: Putin called Bush Jr. with words of support. On that day, he also sent a telegram to the President of the United States expressing condolences, solidarity and made a televised address about the attacks.

Another telephone conversation between Russian and American leaders on the same topic took place on September 12.

On the day of the attacks, Bush Jr. went on a working visit to the country and did not immediately return to the capital. After the tragedy in the United States, the question of what information about the terrorist threats the authorities had beforehand and why not enough measures were taken to ensure security was vigorously discussed.

Much later, in 2011, former US Secretary of State Condoleezza Rice described in her memoirs that even at the Russian-American summit in Ljubljana in June 2001, three months before the September events, Putin warned Bush Jr. of the danger posed by fighters of the international terrorist organization Al Qaeda.

According to her, the Russian leader then said that it was only “a matter of time, how soon will this bring to some kind of big trouble”.

According to Rice, “Putin was right,” but the Americans did not attach due importance to his words, but wrote them off to the “bitter sediment left by the Russians” from the 1980 war in Afghanistan.
