The Foreign Ministry of the Russian Federation considered that the residents of the uncontrolled territories of Donbass "de facto became Russians"

The decision to issue passports of citizens of the Russian Federation to residents of the Donbass territories controlled by pro-Russian separatists is due to the fact that they have “de facto become Russians.” Official representative of the Russian Ministry of Foreign Affairs Maria Zakharova stated this at a briefing.

She said that she had a lot of meetings with immigrants from the Donbass.

“Every time during such meetings, and this was done for many years, I heard reproaches against our country that the obvious need to support our people who have become de facto residents of our country - they do not see anything from the Russian Federation,” she said she.

On the eve of President Vladimir Putin signed a decree, which prescribes to give residents of Donbass Russian citizenship under the simplified procedure and within three months from the date of treatment. Those who receive Russian passports can also receive pensions, but only if they move to Russia. According to the Pension Fund of the Russian Federation, those who remain to live in the Donbas should be paid by Ukraine.

The Ukrainian authorities have already announced that they will appeal to the UN Security Council in connection with this decree. “This daring step contradicts the Minsk agreements approved by the Security Council!” – Vladimir Yelchenko, the permanent representative of Ukraine to the UN, wrote on Twitter.

Putin proposed a simplified procedure for granting citizenship to those “connected with the Russian world” in June 2018. This happened after he spoke during a direct line with refugees from Ukraine living in Russia. They asked to ease migration legislation for them: to save them from “collecting numerous certificates, which are expensive” and for which they often have to go back to their homeland, and also to make it easier for them to get a job.

Today, the Ukrainian authorities do not control the entire territory of the Donetsk and Lugansk regions: in part of these territories there are the so-called “DPR” and “LPR” formed by the separatists, which are supported by Russia. Since 2014, an armed conflict has been ongoing in eastern Ukraine. During this time, more than 10 thousand people died there.

Russia denies participation in the conflict in eastern Ukraine, calling it “internal Ukrainian.”
