Dominique Billaps, 28, was arrested on July 19 hours after police posted video of the incident online. Shocking footage shows Billaps shooting at a family outside their home. The incident occurred on July 18 at approximately 17:50 p.m. in Holmesburg, a neighborhood in northeast Philadelphia.
In the video, the parents are next to the baby in the stroller. Billups initially shoots his father twice, who runs for cover. In the police video, the parents' faces are blurred out. Billaps then approaches the mother, who is pointing at the child, and fires a third shot at her.
"My child!" the baby's mother screams in horror as the baby cries, the footage shows.
“Fuck your baby, bitch!” - the attacker yells, then hides the gun under her clothes and leaves.
On the subject: A father killed his little daughter, hid the body in a trash can, and then committed suicide.
Police said the 7-month-old was shot in the leg. A caring passerby took care of him - he took the baby to Nazareth Hospital, after which he was transferred to another hospital, Jefferson Torresdale. The child's condition is stable, a police spokesman said.
It is strange that the parents were not at the scene when the police arrived there. They did not appear in any of the hospitals.
Police Lt. Dennis Rosenbaum said this is because the parents have arrest warrants out for non-violent crimes. The victim's father and mother were later found unharmed several blocks from the shooting scene. The child's mother turned out to be a minor.
On July 20, after Billaps was arrested, a police officer explained that the attack was related to drug trafficking.
Rosenbaum said the shooter faces charges of aggravated assault, endangerment and other crimes. He said Billaps initially targeted the father and the two apparently had an argument some time before the incident.
The parents do not live on Meridian Street, where the attack took place, and local residents have confirmed they do not know them.
“This area has always been calm. It’s a shame that such a terrible incident happened here,” Rosenbaum said.
He said the video was key to capturing Billaps. The lieutenant emphasized how important it is that the public provides police with such records.

Law enforcement initially released the video and described the suspect as an overweight black woman with long dreadlocks. She was wearing a black sweatshirt with a large design on the front, light blue jeans and black shoes with white soles.
When the criminal was arrested, the police searched her house and found a pistol magazine with 11 bullets.
