Former Philadelphia treasurer jailed for tax evasion: he will be deprived of US citizenship

Former Philadelphia City Treasurer Christian Dunbar, 42, was sentenced to six months in prison, three years probation, a $10 fine and $000 in damages to the Internal Revenue Service (IRS). This decision was made by US District Court Judge Cynthia Roof.

In addition, his US citizenship will be revoked. As part of his application for US citizenship, Dunbar made several false claims: he submitted altered citizenship documents and failed to file federal tax returns for three tax years.

In May 2021, Dunbar was charged with filing a false tax return and failing to file tax returns. Previously, in September 2020, Dunbar was charged with 14 counts of embezzlement by a bank clerk, obtaining naturalization through a false application, illegally obtaining naturalization, obtaining false citizenship papers, and making false statements in support of naturalization.

The defendant previously admitted to fraudulently obtaining US citizenship by providing false information about where and with whom he lived, where his child lived, and by filing a false lease and a false W-2 tax form with the US Citizenship and Immigration Services (USCIS).

In addition, Dunbar admitted that he did not file personal income tax returns for the 2015, 2016 and 2019 tax years (during the last of which he served as Philadelphia City Treasurer).

“As city treasurer, Christian Dunbar held a key position,” said Jacqueline Maguire, special agent in charge of the FBI's Philadelphia Division. “Philadelphia residents had no idea that his American citizenship was obtained fraudulently and that he was evading taxes. Philadelphia deserves better, and the FBI will continue to work on behalf of the community to hold corrupt officials like Dunbar accountable.”

"Dunbar's deliberate decision to violate federal tax laws cost him his freedom," IRS Special Agent for Criminal Investigations Yuri Krutoy said.
