US media: US intelligence filed a complaint against Trump because of Zelensky

Scandal flares up in US after US intelligence wrote a complaint because of the promise of President Donald trump to a foreign leader, whose name is not called, write the American media. The complaint dealt with Ukraine, according to the Washington Post and the New York Times.

The petition was filed a few weeks after a telephone conversation took place between Donald Trump and Vladimir Zelensky, according to journalists cited by Air force.

The congressmen became interested in the conversation between the two presidents as part of the investigation into whether Trump and his lawyer Rudolf Giuliani tried to put pressure on Ukraine in order to help Trump's election campaign in 2020.

But President Trump has denied doing anything inappropriate, the complaint says.

The meeting between Trump and Zelensky is scheduled for September 25 as part of the UN General Assembly in New York.

Giuliani: cannot be denied

Speculation on the subject of Ukraine was added by the lawyer of the American president Rudolf Giuliani. In an interview with CNN on Thursday, September 19, he did not give an unambiguous answer to the question, did he ask Ukraine to consider the case of Joe Biden, a former US vice president and potentially direct rival of Trump, in the 2020 election?

Giuliani initially called the speculation “nonsensical,” saying he was only asking Ukraine to investigate allegations that it interfered in the 2016 election to benefit Hillary Clinton.

But within half a minute Giuliani said: “Of course I did it.”

Journalist Chris Cuomo, who conducted the interview, summed it up on Twitter: "President Trump's lawyer says he spoke with a Ukrainian official about Joe Biden's possible role in the government's firing of the prosecutor investigating Biden's son."

As the New York Times wrote earlier, in 2016, Biden allegedly threatened to keep 1 billion dollars in loan funds if Ukraine did not fire the Prosecutor General, who was subsequently fired on corruption charges. At that time, the Prosecutor General of Ukraine was Viktor Shokin.

According to the publication, the youngest son of former US Vice President Hunter Biden was a member of the board of directors of a Ukrainian energy company, whose activities were investigated by the prosecutor.

What is the complaint about?

According to the Washington Post, the complaint refers to a conversation and “promise” Trump made to an unnamed foreign leader. That bothered a White House intelligence officer so much that he sent a complaint to the department's inspector general, two people familiar with the matter said.

The complaint received the status of “urgent matter.”

At least part of the complaint concerns Ukraine, writes the New York Times, citing two informed sources. According to the publication, the complaint concerns not only one, but also other conversations with Trump.

The complaint was filed on 12 on August - two and a half weeks after Trump’s conversation with Zelensky, American media say. According to the law, the content of such a complaint should be shared with Congress, but this did not happen.

The chairman of the intelligence committee, Congressman Democrat Adam Schiff, reported the existence of the complaint a week ago. He said congressional chief inspectors were prevented from providing content by acting director of national intelligence Joseph Maguire, NYT writes.

Democrats accused Maguire of violating the law with his actions, probably to protect Trump or another official, writes NYT. While intelligence officials claim that they were guided by the law, not politics. According to the director of National Intelligence, the complaint did not meet the definition of an “urgent issue” and therefore was not subject to disclosure.

Intelligence chief inspector Michael Atkinson disagreed. On Thursday, 19 September, he testified before the intelligence committee of the US House of Representatives. Instead, the complaint procedure was discussed, and whether the complaint really needed urgent attention.

Congressional Investigation

Trump and Zelensky’s summer telephone conversation in September was the subject of an investigation by Democratic congressmen trying to find out if Trump and his lawyer Giuliani were trying to manipulate the Ukrainian government to help Trump campaign in the 2020 election.

The heads of the three committees of the House of Representatives last week sent a request to provide them with a complete transcript and a list of participants in the conversation, the newspaper writes.

As the group of committee chairs noted, there is growing evidence that for about two years, Trump and his lawyer Rudy Giuliani may have used illegal diplomatic channels to "persuade the Ukrainian authorities to pursue two politically motivated investigations under the guise of anti-corruption activities."

Part of the investigation concerns whether Trump and Giuliani were asked to take care of Joe Biden's son. In particular, committee chairpersons are also considering suggestions as to whether Trump could threaten the detention of 250 000 000 dollars of military assistance to Ukraine, writes the Washington Post.

In a short official statement from the press service of President Zelensky about the conversation with Trump on July 25, it was noted: “Donald Trump is convinced that the renewed Ukrainian government will be able to quickly improve the image of Ukraine and complete the investigation of corruption cases that have held back interaction between Ukraine and the United States.”

What does trump say?

Trump denies the misconduct alleged in the complaint. In a note on Twitter, the US President called the story “fake news.” He said that he knows that his conversations with the leaders of other countries are being listened to by intelligence agencies.

“Is anyone stupid enough to believe that I would say something inappropriate to a foreign leader? In any case, I would only do what is right and only what is good for the USA!” - said the President of the United States.

Who else did Trump talk to?

In the couple of months before the complaint, Trump spoke with a number of foreign leaders, the Washington Post notes.

In addition to Zelensky, during July-June, he spoke with Russian President Vladimir Putin, French President Emmanuel Macron, Israeli Prime Minister Benjamin Netanyahu, Pakistani Prime Minister Imran Khan, Mongolian President Khaltmaagiyin Battulga and others.

In addition, Trump had many high-level personal meetings, in particular the G20 summit and a meeting with North Korean leader Kim Jong-un.

And this is just what was officially reported, the publication notes, arguing whether the complaint may be about Russia, Ukraine or North Korea.
