PACE recognized Russia as a dictatorship, and the Holodomor as genocide of Ukrainians
The Parliamentary Assembly of the Council of Europe (PACE) voted to recognize the Holodomor as an act of genocide against the Ukrainian people. The recognition of the Holodomor as genocide of the Ukrainian people was announced by the President of Ukraine Vladimir Zelensky and the head of the Ministry of Foreign Affairs (MFA) Dmitry Kuleba on the social network Kh.
“Restoring historical justice and honoring the memory of the victims of the Holodomor sends a clear signal: fair punishment for all past and current crimes of Moscow is inevitable,” Zelensky said in his message, thanking PACE for the decision.
The head of the Foreign Ministry in his message also thanked the Parliamentary Assembly of the Council of Europe for recognizing the Stalinist Holodomor of 1932-1933 as an act of genocide.
“It is important that PACE called on all parliaments of Council of Europe member states and other parliaments to follow this example. This is correct from a moral, historical and political point of view,” the minister noted.

Today, the Holodomor has been recognized as genocide of the Ukrainian people by the parliaments of about three dozen countries around the world, as well as the European Parliament.

The planned confiscation of grain harvests and other food products from peasants by representatives of the Soviet government during 1932-33 directly led to the killing of peasants by starvation on a scale of millions, while the Soviet government had significant reserves of grain in reserves and at that time exported it abroad, prohibited and blocked the movement of starving people outside the Ukrainian SSR and refused to accept help for starving people from abroad.
For decades, the mass murder of people by artificial famine was not only deliberately hushed up by the Soviet authorities - it was generally forbidden to mention it anywhere.
Russia is a dictatorship
PACE called on Council member states to recognize Putin as illegitimate after the end of his current presidential term and declared Russia a dictatorship, writes EliteExpert.
In addition, in a unanimously adopted resolution, PACE called for an end to all contacts with Vladimir Putin, with the exception of humanitarian ones.
The Assembly emphasized that Vladimir Putin has been in power as president or prime minister since 2000. Amendments to the Russian Constitution in July 2020 extended his potential presidency until 2036, raising concerns about the lack of checks and balances.
Combined with growing repressions against domestic opponents and Russia’s war in Ukraine, this circumstance highlights the cost of uncontrolled presidential power, PACE noted.

“The predominant power of the president, resulting from an extremely long tenure in office, coupled with the absence of any counterbalances such as a strong parliament, an independent judiciary, a free media and a vibrant civil society, has turned the Russian Federation into a de facto dictatorship,” - said the parliamentarians.
Having adopted a resolution based on the report of Peter Omtzigt, the Assembly recalled the conclusions of the Venice Commission of the Council of Europe: “The refusal to limit the term of office for the current president violates both the Russian constitution and international legal principles.”
The Assembly pointed to Russian aggression against Ukraine and its consequences as evidence that dictatorial regimes “pose a threat to international peace and security, the territorial integrity and political independence of their neighbors,” as defined in Article 2 of the UN Charter.
Thus, the parliamentarians stated that the restoration of democracy in Russia is not only in the interests of the Russian people, but also of Europe, as well as the whole world.
