In New York, there is a SCRIE program that allows older people and people with disabilities to freeze the amount of rent, which protects them from further rent growth, but not many people know about it.

People who have reached the age of 62 and are living in New York in an apartment with a stabilized rent or with a controlled rent, or in a single room with a regulated rent can take part in the program. In addition, applicants for the program must be entered into the lease agreement or be the main tenant of the apartment. The total income of your household minus taxes should be no more than $ 50 000 per year.

When freezing the rent, New York will give your landlord a tax rebate on real estate equal to the amount of income not received in the future. In order to become a member of the program, it is enough to fill in the form on the website of the Department of Finance.

Lawrence Schacht, an Upper West Side resident, said he couldn't afford housing without SCRIE. “After 62 years, I had no desire to go work anywhere. I wanted to die in my own bed, not in a nursing home. If it weren’t for SCRIE, this probably wouldn’t have happened,” Schacht said.

His opinion is shared by Robert Pliner. “I think the older you get, the more you need guaranteed security,” he said.

New York City Councilwoman Helen Rosenthal is trying to raise awareness of the SCRIE program among citizens. So far, she said, only 1400 people are participating in this program. “The problem is not that the city is spending money on this program. Money is not the problem. But tens of thousands of people don’t know they are eligible for this program,” she said.
