In Minneapolis, Muslim calls to prayer will be heard over the loudspeakers: this is the only US city that has allowed this

On April 13, the Minneapolis City Council unanimously agreed to amend the city's noise ordinance to allow the adhan, the Muslim call for universal prayer, to be broadcast five times a day, year-round.

The prayers used to be broadcast three times a day, but the ordinance forbade calls at dawn and late in the evening at certain times of the year due to noise restrictions, reports New York Post.

Three years ago, the city authorities, together with the Dar Al-Hijra Mosque, allowed the muezzins to broadcast the azan through speakers five times a day during Ramadan. Prayers are said at dawn, at noon, in the afternoon, at sunset and when the night sky appears. In the state of Minnesota, summer dawn can occur before 5:30 AM, and sunset on the solstice occurs after 21:00 PM.

Last year, the city allowed year-round broadcasts of adhan through loudspeakers, but only from 7:00 am to 22:00 pm, which usually excluded the first morning and last evening prayers.

Interestingly, at recent public hearings, Christian and Jewish leaders supported Muslim activists and also spoke in favor of extending the period when adhan broadcasting is possible.

The vote took place during the Muslim holy month of Ramadan, and the decision did not arouse organized opposition from the public. Mayor Jacob Frey is expected to sign the legislation next week.

"The constitution doesn't sleep at night," Jailani Hussain, executive director of the Minnesota chapter of the Council on American-Islamic Relations, said after the vote.

“Minneapolis has become a city of all religions,” said Imam Mohammed Doukuli of the Masjid al-Noor mosque in Minneapolis, who, along with other Muslim leaders, oversaw the vote.

He said the decision showed the world that "a nation founded on religious freedom is keeping its promise."

Minneapolis has had a thriving East African immigrant community since at least the 1990s, and mosques are common there. Three of the 13 members of the council identify themselves as Muslims.
