“We are challenged to do everything we can for immigrants,” said Nisha Agarwal, head of the New York City Mayor's Office of Immigrant Affairs. — In New York we do not encounter serious disagreements on this issue. There are just things the city needs to do.”

The publication said that now in New York there are about half a million illegal migrants. The city is considered one of the centers that encourage migration. Meanwhile, the WSJ recalls that Donald Trump threatened to stop the financing of those cities that do not comply with the federal immigration policy.

The city administration reported that over the past 2 years they have increased the staff of city hall employees who deal with immigrant issues by 50 people. About $1 million is spent on advertising campaigns. Another one and a half million is for social insurance and assistance in learning English. Also, about $10 million is allocated to independent funds that provide legal support.

In addition, the police department reported that in 2014, 700 requests for the detention of illegal migrants were denied. The police also do not ask the migration status during the verification of documents on the street.

As the WSJ notes, the city's policy to protect immigrants is also met with resistance. In particular, Jessica Vaughan, director of legal studies at the Center for Migration Studies in Washington, argues that taxpayers should not fund foreign language learning for illegal immigrants. And all assistance programs only contribute to the fact that immigrants remain in an illegal status. “All of this leads to people either remaining illegal or simply going home,” Vaughan said.

Representatives of the mayor's office, interviewed by the WSJ, argue that crime and unemployment are falling, despite the influx of illegal immigrants. In addition, no request for the detention of serious criminal offenders was rejected. However, the city opposes the detention of hundreds of illegal immigrants.

Another problem that is indicated by the journalists of the publication is that the ID card did not actually become a document. It is not accepted by banks, federal benefits are not provided for it.
